Circular Development

Circular development is a model of economic development that aims to build a circular system for industry, agriculture and tertiary industry, which integrates production and living systems, thus forming an intensive growth model featuring a circle of resource–product–waste–recycled resource.

Pursuing circular development is a major strategy for China's economic and social development. It is an effective way to promote green development and build an eco-civilization. In May 2017, 14 ministries and commissions including the National Development and Reform Commission issued an action plan for circular development. The document stated that circular development will follow green transformation as the leading goal, which will be propelled by innovation, backed by institutional improvement, and supported by coordination. The major goals of circular development are to introduce a green, circular and low-carbon industrial system, an urban circular development system, a strategic supply system of resources, and new ways of life for the people.

循環發展

循環發展，就是從發展模式角度界定循環經濟，旨在建立循環型工業、農業、服務業產業體系，實現生產系統和生活系統的循環鏈接，形成“資源—產品—廢棄—再生資源”的集約型增長模式。

循環發展是中國經濟社會發展的一項重大戰略，是建設生態文明、推動綠色發展的重要途徑。2017年5月，國家發展改革委等14個部委聯合印發《循環發展引領行動》，提出循環發展的基本原則，即堅持以綠色轉型為方向，堅持以制度建設為關鍵，堅持以創新開放為驅動，堅持以協調共享為支撐；同時，明確循環發展的主要目標，即綠色循環低碳產業體系初步形成，城鎮循環發展體系基本建立，新的資源戰略保障體系基本構建，綠色生活方式基本形成。
