Reduction, Recycling and Harmless Treatment of Solid Waste
Prevention and control of pollution caused by solid waste is an important part of China's effort to address pollution. It is an effective approach to improving the environment, controlling environmental risks, maintaining ecological security, and guaranteeing people's health. It is also part of the effort to build a beautiful China.
Since 2012, the central authorities have implemented three action plans to deal with air, water and soil pollution, and strengthened management of solid waste. Relevant measures include prohibiting garbage from being brought into China, reforming the management of solid waste imports, accelerating construction of garbage disposal facilities, and promoting household waste sorting.
On September 1, 2020, the newly revised Law on the Prevention and Control of Environmental Pollution by Solid Waste came into effect. The law set the principles of reduction, recycling and harmless treatment of solid waste. All entities and individuals have the duty to reduce the generation of solid waste, reuse solid waste, and reduce damage caused by solid waste.
During the 14th Five-year Plan period (2021-2025), China will continue to apply the above-mentioned principles, improve the capacity to dispose of hazardous waste, ban garbage imports, institute a long-term mechanism for household waste sorting, and increase medical waste disposal facilities and capacity, to ensure public health and environmental security.
固體廢物減量化資源化無害化
固體廢物污染防治是深入打好污染防治攻堅戰的重要內容，是改善環境質量、防控環境風險、維護生態安全、保障人體健康的重要舉措，也是實現美麗中國建設目標的重要方面。中共十八大以來，中共中央、國務院深入實施大氣、水、土壤污染防治行動計劃，把禁止洋垃圾入境作為生態文明建設標志性舉措，持續推進固體廢物進口管理制度改革，加快垃圾處理設施建設，實施生活垃圾分類制度，固體廢物管理工作邁出堅實步伐。
2020年9月1日，新修訂的《中華人民共和國固體廢物污染環境防治法》正式實施，明確提出減量化、資源化和無害化的原則，規定任何單位和個人都應當采取措施，減少固體廢物的產生量，促進固體廢物的綜合利用，降低固體廢物的危害性。“十四五”時期，中國將繼續堅持減量化、資源化、無害化原則，突出危險廢物治理，全面禁止洋垃圾入境，加快構建生活垃圾分類長效機制，加強醫療廢物處置設施和能力建設，確保公眾健康和環境安全。
