The Modern Environmental Governance System
Modernization of the environmental governance system and capacity is a reflection of harmony between humanity and nature. It is also a component of the state governance system and capacity.
In March 2020, the central authorities issued a document on building a modern environmental governance system. In this system, the CPC exercises leadership, the government provides guidance, the enterprises are the main participants, and social organizations and the general public are also mobilized. Good interplay between government governance, public self-regulation and enterprise participation will create strong synergy, along with sound institutions and mechanisms and control at source, to bring a fundamental turn for the better of eco-environmental conservation in China.
The document defined the powers and responsibilities of the government, enterprises and the public. It also set the requirements for relevant regulation, the market, the credit system, and related laws and regulations, and encouraged pragmatic and effective means for participation to improve the weak areas in environmental governance. This will help establish a modern environmental governance system, in which the Party exercises leadership, the government takes the lead, the business sector assumes the main responsibility for reducing its environmental footprint, and social organizations and the public also participate.
現(xiàn)代環(huán)境治理體系
環(huán)境治理體系與治理能力現(xiàn)代化是人與自然和諧共生的重要體現(xiàn)，也是國(guó)家治理體系的重要組成部分。2020年3月，中共中央辦公廳、國(guó)務(wù)院辦公廳印發(fā)《關(guān)于構(gòu)建現(xiàn)代環(huán)境治理體系的指導(dǎo)意見(jiàn)》（以下簡(jiǎn)稱《意見(jiàn)》），要求以堅(jiān)持黨的集中統(tǒng)一領(lǐng)導(dǎo)為統(tǒng)領(lǐng)，以強(qiáng)化政府主導(dǎo)作用為關(guān)鍵，以深化企業(yè)主體作用為根本，以更好動(dòng)員社會(huì)組織和公眾共同參與為支撐，實(shí)現(xiàn)政府治理和社會(huì)調(diào)節(jié)、企業(yè)自治良性互動(dòng)，完善體制機(jī)制，強(qiáng)化源頭治理，形成工作合力，為推動(dòng)生態(tài)環(huán)境根本好轉(zhuǎn)、建設(shè)生態(tài)文明和美麗中國(guó)提供有力制度保障。
《意見(jiàn)》明晰了政府、企業(yè)、公眾等各類主體的權(quán)責(zé)，對(duì)建立健全環(huán)境治理領(lǐng)導(dǎo)責(zé)任體系、企業(yè)責(zé)任體系、全民行動(dòng)體系、監(jiān)管體系、市場(chǎng)體系、信用體系、法律法規(guī)政策體系等作出指導(dǎo)要求，對(duì)環(huán)境治理體系薄弱環(huán)節(jié)提出切實(shí)、可行、有效的多樣性參與方式，為構(gòu)建黨委領(lǐng)導(dǎo)、政府主導(dǎo)、企業(yè)主體、社會(huì)組織和公眾共同參與的現(xiàn)代環(huán)境治理體系勾畫(huà)藍(lán)圖。
