The System of Standards for an Eco-Civilization
Standards provide technical support for economic activities and social development. The system of standards for an eco-civilization is a basic system for modernizing China's state governance system and capacity. Standard practices are very important in building an eco-civilization.
In December 2015, the central authorities published a plan on developing a national system of standards for the period 2016-2020. The system of eco-civilization and green development standards was listed as a key component in the national system of standards.
In order to promote eco-environmental conservation and green, circular and low-carbon development, the document requires the creation of systems of standards for protecting forests, seas, land, energy and minerals, and accelerating the creation of standards in relation to energy efficiency and consumption, carbon emissions, energy-saving and eco-friendly industries, a circular economy, and air, water and soil pollution prevention and control.
In June 2018, the Standardization Administration released the action guidance for developing a system of standards for building an eco-civilization for 2018-2020. The system includes four sub-systems of spatial layout, the eco-economy, the eco-environment and eco-culture.
Standards guide the building of an eco-civilization. They help ensure refined, institutional practices in a procedure-based manner, increase efficiency, pass on good experience, cut construction costs, and improve people's wellbeing.
生態(tài)文明標(biāo)準(zhǔn)化
標(biāo)準(zhǔn)是經(jīng)濟(jì)活動(dòng)和社會(huì)發(fā)展的技術(shù)支撐，是國(guó)家治理體系和治理能力現(xiàn)代化的基礎(chǔ)性制度。生態(tài)文明標(biāo)準(zhǔn)化是中國(guó)推進(jìn)生態(tài)文明建設(shè)的重要舉措。
2015年12月，國(guó)務(wù)院辦公廳印發(fā)《國(guó)家標(biāo)準(zhǔn)化體系建設(shè)發(fā)展規(guī)劃（2016—2020年）》，首次在國(guó)家層面明確提出發(fā)揮“標(biāo)準(zhǔn)化+生態(tài)文明”效應(yīng)，將“加強(qiáng)生態(tài)文明標(biāo)準(zhǔn)化，服務(wù)綠色發(fā)展”列為中國(guó)標(biāo)準(zhǔn)化體系建設(shè)的一個(gè)重點(diǎn)領(lǐng)域，推進(jìn)森林、海洋、土地、能源、礦產(chǎn)資源保護(hù)標(biāo)準(zhǔn)化體系建設(shè)，加快能效能耗、碳排放、節(jié)能環(huán)保產(chǎn)業(yè)、循環(huán)經(jīng)濟(jì)以及大氣、水、土壤污染防治標(biāo)準(zhǔn)研制，推進(jìn)生態(tài)保護(hù)與建設(shè)，提高綠色循環(huán)低碳發(fā)展水平。
2018年6月，國(guó)家標(biāo)準(zhǔn)委印發(fā)《生態(tài)文明建設(shè)標(biāo)準(zhǔn)體系發(fā)展行動(dòng)指南（2018—2020年）》，為建立健全生態(tài)文明建設(shè)標(biāo)準(zhǔn)體系，推動(dòng)生態(tài)文明建設(shè)標(biāo)準(zhǔn)的應(yīng)用實(shí)施作出具體指導(dǎo)。生態(tài)文明建設(shè)標(biāo)準(zhǔn)體系框架包括空間布局、生態(tài)經(jīng)濟(jì)、生態(tài)環(huán)境、生態(tài)文化4個(gè)標(biāo)準(zhǔn)子體系。
標(biāo)準(zhǔn)化在生態(tài)文明建設(shè)中發(fā)揮支撐和引領(lǐng)作用，能夠有力促進(jìn)生態(tài)文明建設(shè)的制度化、規(guī)范化、程序化和精細(xì)化，顯著提升建設(shè)實(shí)效、傳承建設(shè)經(jīng)驗(yàn)、降低建設(shè)成本、保障與改善民生。
