Environmental Protection Credibility Assessment
This is an important system for reinforcing environmental regulation and driving market entities to fulfill their responsibilities for environmental protection and increase their environmental governance capacity.
Since 2012, a number of documents have been worked out to guide the assessment of the performance of enterprises regarding environmental protection.
The 19th CPC National Congress decided to improve the system for the assessment of environmental protection performance.
This system takes respecting, accommodating and protecting nature as the standards of conduct for the government, enterprises, public institutions and the general public. Mechanisms have been set up to provide incentives for good faith actors and take punitive actions against bad faith actors. This will give enterprises and public institutions the incentive to improve their conduct and fulfill their legal obligations and social responsibilities concerning environmental protection, guide the public in environmental supervision, and call for coordination of relevant government departments, so as to build a sound credibility system.
The introduction of credibility is an innovative and effective way to encourage the enterprises and public institutions to uphold self-discipline in environmental protection.
環(huán)保信用評(píng)價(jià)
環(huán)保信用評(píng)價(jià)是加強(qiáng)生態(tài)環(huán)境監(jiān)管的重要抓手，是推動(dòng)市場(chǎng)主體履行生態(tài)環(huán)境保護(hù)責(zé)任、提升生態(tài)環(huán)境治理能力的重要舉措。中共十八大以來，按照中共中央、國務(wù)院關(guān)于生態(tài)文明建設(shè)和社會(huì)信用體系建設(shè)的部署，國家發(fā)展改革委、環(huán)境保護(hù)部會(huì)同有關(guān)部門先后印發(fā)《企業(yè)環(huán)境信用評(píng)價(jià)辦法（試行）》《關(guān)于加強(qiáng)企業(yè)環(huán)境信用體系建設(shè)的指導(dǎo)意見》等文件，環(huán)境信用評(píng)價(jià)制度得以確立。2017年10月，中共十九大進(jìn)一步提出健全環(huán)保信用評(píng)價(jià)制度。
環(huán)保信用評(píng)價(jià)制度，將尊重自然、順應(yīng)自然、保護(hù)自然的生態(tài)文明理念和要求作為中國政府、企事業(yè)單位和社會(huì)公眾的道德規(guī)范和行為準(zhǔn)則，通過建立環(huán)境保護(hù)“守信激勵(lì)、失信懲戒”的機(jī)制，督促企事業(yè)單位持續(xù)改進(jìn)環(huán)境行為，自覺履行環(huán)境保護(hù)法定義務(wù)和社會(huì)責(zé)任，引導(dǎo)公眾參與環(huán)境監(jiān)督，促進(jìn)有關(guān)部門協(xié)同配合，推進(jìn)環(huán)境信用體系建設(shè)。在環(huán)境保護(hù)工作中引入信用機(jī)制，是中國政府引導(dǎo)企事業(yè)單位實(shí)現(xiàn)環(huán)境自律、創(chuàng)新生態(tài)環(huán)境領(lǐng)域監(jiān)管方式的有力舉措。
