Central Inspection on Eco-Environmental Protection
Inspections on eco-environmental protection, launched by the central government, are an institutional measure to promote eco-environmental protection and build an eco-civilization.
The inspections are designed to help address prominent problems, improve the eco-environment, advance high-quality economic development, and prioritize the political duties of relevant Party and government bodies and enterprises in eco-environmental protection and conservation.
In August 2015, the Plan on Environmental Protection Inspection (trial) was issued for implementation. In June 2019, the central authorities published detailed regulations on central inspection of eco-environmental protection, which stipulated that a specialized inspection body would be set up to conduct eco-environmental protection inspections of the CPC committees and governments of provinces, autonomous regions and municipalities directly under the central government, relevant departments under the State Council, and central government enterprises. The inspections can be regular or ad hoc, and follow-up inspections will also be carried out to review the effects of regular inspections.
In May 2021, the methods of special inspections on eco-environmental protection were published, which clarified the targets and tasks of special inspections, and defined the procedures and powers of the inspectors, and the rules of discipline.
Central inspections are designed to ensure that local governments conscientiously apply the new concept for development, to promote green industries, to restore market order, and to drive adjustment of the industrial structure and improvement of the industrial configuration.
中央生態(tài)環(huán)境保護(hù)督察
中央生態(tài)環(huán)境保護(hù)督察以解決突出生態(tài)環(huán)境問題、改善生態(tài)環(huán)境質(zhì)量、推動經(jīng)濟(jì)高質(zhì)量發(fā)展為重點(diǎn)，夯實(shí)生態(tài)文明建設(shè)和生態(tài)環(huán)境保護(hù)的政治責(zé)任，是中共中央、國務(wù)院推進(jìn)生態(tài)文明建設(shè)和生態(tài)環(huán)境保護(hù)的一項重大制度創(chuàng)新。
2015年8月，《環(huán)境保護(hù)督察方案（試行）》印發(fā)，部署對各地開展環(huán)境保護(hù)督察工作。2019年6月，中共中央辦公廳、國務(wù)院辦公廳印發(fā)《中央生態(tài)環(huán)境保護(hù)督察工作規(guī)定》，提出設(shè)立專職督察機(jī)構(gòu)，對省、自治區(qū)、直轄市黨委和政府、國務(wù)院有關(guān)部門以及有關(guān)中央企業(yè)等組織開展生態(tài)環(huán)境保護(hù)督察，并進(jìn)一步明確了三種督察方式，即例行督察、專項督察、“回頭看”等。2021年5月，《生態(tài)環(huán)境保護(hù)專項督察辦法》印發(fā)，進(jìn)一步明確了專項督察對象和重點(diǎn)，規(guī)范了專項督察程序和權(quán)限，并嚴(yán)格了專項督察紀(jì)律和要求。
通過中央環(huán)境保護(hù)督察，可以有效提升地方落實(shí)新發(fā)展理念的自覺性，有效倒逼產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和產(chǎn)業(yè)布局優(yōu)化，有效規(guī)范市場秩序，推動綠色產(chǎn)業(yè)加快發(fā)展。
