The September Meeting
From September 8 to 13, 1948, the CPC Central Committee held an enlarged meeting of the Political Bureau in Xibaipo Village, its temporary seat in Hebei Province. This was known as the September Meeting.
This meeting had the largest attendance of any since the Japanese surrender. The meeting examined the past work of the Party and set the tasks for the period ahead.
Mao Zedong delivered a report on the international situation, the Party's strategic tasks, the nature of the future government, the unification of finances, and intra-Party democracy and discipline. He said, "Our goal is to overthrow the KMT. Our army will continue to advance, our production will continue to increase, and we will reinforce our discipline. We will transition from guerrilla warfare to regular warfare, increase our forces to five million, wipe out 500 regular enemy brigades and defeat the KMT within five years."
The meeting set the following goals:
?to destroy the reactionary rule of imperialism, feudalism and bureaucrat-capitalism;
?to build a people's democratic dictatorship led by the proletariat and based on the worker-peasant alliance with participating bourgeoisie democrats;
?to adopt the system of people's congress based on democratic centralism, rather than the parliamentary system of the bourgeoisie;
?to develop a new-democratic economy, which should not be named "new capitalism" because the economy would be dominated by the state-run sector; and
?to transition from the new-democratic economy to a socialist economy.
The meeting had made a full military, political and organizational preparation for completely defeating the KMT reactionary regime and winning a nationwide victory.
九月會(huì)議
1948年9月8日至13日，中共中央在河北省平山縣西柏坡村召開(kāi)了政治局?jǐn)U大會(huì)議，即九月會(huì)議，這是自抗戰(zhàn)勝利以來(lái)到會(huì)人數(shù)最多的一次中央會(huì)議。
會(huì)議的任務(wù)是總結(jié)檢查過(guò)去時(shí)期黨的工作，規(guī)定今后時(shí)期黨的任務(wù)和奮斗目標(biāo)。毛澤東在會(huì)上作了重要報(bào)告，報(bào)告就國(guó)際形勢(shì)、戰(zhàn)略任務(wù)、政權(quán)性質(zhì)、財(cái)政統(tǒng)一以及發(fā)展黨內(nèi)民主和加強(qiáng)紀(jì)律等八個(gè)問(wèn)題作了深刻論述。毛澤東提出：我們的戰(zhàn)略方針是打倒國(guó)民黨。戰(zhàn)略任務(wù)是軍隊(duì)向前進(jìn)，生產(chǎn)長(zhǎng)一寸，加強(qiáng)紀(jì)律性，由游擊戰(zhàn)爭(zhēng)過(guò)渡到正規(guī)戰(zhàn)爭(zhēng)，建軍五百萬(wàn)，殲敵正規(guī)軍五百個(gè)旅，五年左右根本上打倒國(guó)民黨。
會(huì)議明確提出，打倒帝國(guó)主義、封建主義和官僚資本主義的反動(dòng)專(zhuān)政，建立無(wú)產(chǎn)階級(jí)領(lǐng)導(dǎo)的、以工農(nóng)聯(lián)盟為基礎(chǔ)的、還有資產(chǎn)階級(jí)民主分子參加的人民民主專(zhuān)政；政治制度采用民主集中制的人民代表會(huì)議制度，而不采用資產(chǎn)階級(jí)議會(huì)制；關(guān)于社會(huì)經(jīng)濟(jì)，叫“新資本主義”不妥，整個(gè)國(guó)民經(jīng)濟(jì)還是新民主主義經(jīng)濟(jì)，起決定作用的是國(guó)營(yíng)經(jīng)濟(jì)；要努力發(fā)展國(guó)家經(jīng)濟(jì)，由發(fā)展新民主主義經(jīng)濟(jì)過(guò)渡到社會(huì)主義。
九月會(huì)議，為從根本上打倒國(guó)民黨的反動(dòng)統(tǒng)治，奪取全國(guó)的偉大勝利，在軍事上、政治上、組織上作了充分準(zhǔn)備。
