The Four-Pronged Comprehensive Strategy
The new version of the Four-pronged Comprehensive Strategy consists of comprehensively building a modern socialist country, comprehensively expanding in-depth reform, comprehensively promoting law-based governance, and comprehensively enforcing strict Party discipline. This is a major part of the strategic thought on governance produced by the CPC Central Committee with Xi Jinping at the core. It is a Marxist point of view based on an integration of Marxism with China's realities.
During an inspection tour in Fujian Province in November 2014, Xi Jinping talked about completing the building of a moderately prosperous society in all respects, comprehensively expanding in-depth reform, and comprehensively promoting law-based governance. When he visited Jiangsu Province in December that year, Xi added a fourth requirement: comprehensively enforcing strict Party discipline.
Speaking to officials at the provincial/ministerial level attending a training session at the Party School of the Central Committee in February 2015, he called this a Four-pronged Comprehensive Strategy, a term he used for the first time to summarize the governance framework of the CPC Central Committee following the 18th CPC National Congress.
At its fifth plenary session in October 2020, the 19th CPC Central Committee updated the first prong of this strategy and replaced it with the new goal of comprehensively building a modern socialist country. The session called for a determined effort by the Party and the nation to win the battle against poverty, achieve the first centenary goal of building a moderately prosperous society in all respects, and lay solid foundations for a new journey toward fully building a modern socialist country. From completing the building of a moderately prosperous society in all respects through realizing basic modernization, and on to fully building a great modern socialist country – this two-step development plan is based on China's current conditions and follows the trend of its future development. It is a timetable and roadmap for building China into a great modern socialist country.
The four prongs are closely interconnected. The strategic goal of socialist modernization cannot be achieved without the support of the other three strategic prongs. Expanding in-depth reform creates impetus for development and creates vitality for society, law-based governance ensures order in state governance and guarantees stability and harmony in society, and strict Party discipline enables the CPC to better play its core leadership role.
The Four-pronged Comprehensive Strategy is the CPC's general strategy of governance for the new era. It ensures the long-term prospects of the Party and the country, and is an important guarantor of the Two Centenary Goals and the Chinese Dream of national rejuvenation.
“四個(gè)全面”戰(zhàn)略布局
“四個(gè)全面”戰(zhàn)略布局，即全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家、全面深化改革、全面依法治國(guó)、全面從嚴(yán)治黨。“四個(gè)全面”戰(zhàn)略布局是以習(xí)近平同志為核心的黨中央治國(guó)理政戰(zhàn)略思想的重要內(nèi)容，閃耀著馬克思主義與中國(guó)實(shí)際相結(jié)合的思想光輝，飽含著馬克思主義的立場(chǎng)觀點(diǎn)方法。
2014年11月，習(xí)近平在福建調(diào)研時(shí)，提出了“協(xié)調(diào)推進(jìn)全面建成小康社會(huì)、全面深化改革、全面推進(jìn)依法治國(guó)進(jìn)程”的“三個(gè)全面”。同年12月，他在江蘇調(diào)研時(shí)，又提出了“全面從嚴(yán)治黨”的要求。2015年2月，習(xí)近平在中共中央黨校省部級(jí)主要領(lǐng)導(dǎo)干部研討班開(kāi)班式上，明確“四個(gè)全面”是“戰(zhàn)略布局”，并第一次用“戰(zhàn)略布局”來(lái)概括中共十八大以來(lái)黨中央治國(guó)理政的總體框架。2020年10月，中共十九屆五中全會(huì)在北京舉行。全會(huì)強(qiáng)調(diào)，全黨全國(guó)各族人民要再接再厲、一鼓作氣，確保如期打贏脫貧攻堅(jiān)戰(zhàn)，確保如期全面建成小康社會(huì)、實(shí)現(xiàn)第一個(gè)百年奮斗目標(biāo)，為開(kāi)啟全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家新征程奠定堅(jiān)實(shí)基礎(chǔ)。從全面建成小康社會(huì)到基本實(shí)現(xiàn)現(xiàn)代化，再到全面建成社會(huì)主義現(xiàn)代化強(qiáng)國(guó)的“兩步走”戰(zhàn)略安排，既立足于當(dāng)前中國(guó)發(fā)展的實(shí)際，也適應(yīng)未來(lái)中國(guó)發(fā)展的新趨勢(shì)，完整勾畫了中國(guó)社會(huì)主義現(xiàn)代化強(qiáng)國(guó)建設(shè)的時(shí)間表、路線圖。
“四個(gè)全面”新表述之間具有內(nèi)在有機(jī)聯(lián)系，三大戰(zhàn)略舉措對(duì)實(shí)現(xiàn)社會(huì)主義現(xiàn)代化戰(zhàn)略目標(biāo)一個(gè)都不能缺。不全面深化改革，發(fā)展就缺少動(dòng)力，社會(huì)就沒(méi)有活力。不全面依法治國(guó)，國(guó)家生活和社會(huì)生活就不能有序運(yùn)行，就難以實(shí)現(xiàn)社會(huì)和諧穩(wěn)定。不全面從嚴(yán)治黨，黨就做不到“打鐵必須自身硬”，也就難以發(fā)揮好領(lǐng)導(dǎo)核心作用。
“四個(gè)全面”戰(zhàn)略布局，是中國(guó)共產(chǎn)黨在新形勢(shì)下治國(guó)理政的總方略，是事關(guān)黨和國(guó)家長(zhǎng)遠(yuǎn)發(fā)展的總戰(zhàn)略，為實(shí)現(xiàn)“兩個(gè)一百年”奮斗目標(biāo)、實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)提供了重要保障。
