National Planning 

Research on and application of isotopes and radiation technology in China have enjoyed strong support from relevant government departments since their inclusion in the Long-term Plan for the Development of Science and Technology (1956-1967). Government support has been provided through, inter alia, national science and technology research programs or science and technology support programs of the Ministry of Science and Technology. In order to accelerate industrial application of non-power nuclear technology, the National Development and Reform Commission launched a project for this purpose, and encouraged the development and application of isotope, accelerator and radiation technology by listing them as an area of focus in the Catalogue for Guiding the Adjustment of the Industrial Structure (2019). The National Development and Reform Commission, the Ministry of Science and Technology, and the Ministry of Public Security have also established research centers and national laboratories focused on hazardous and explosive substance detection based on isotope and radiation technology. 

In 2021, the China Atomic Energy Authority (CAEA), together with the Ministry of Science and Technology, the Ministry of Public Security, the Ministry of Ecology and Environment, the Ministry of Transport, the National Health Commission, the National Healthcare Security Administration and the National Medical Products Administration, issued the Medium- and Long-term Development Plan for Medical Isotopes (2021-2035), which aims to improve the capacity of medical isotopes and related industries in support of the implementation of the "Healthy China" initiative. The CAEA has been a strong backer of the development of some general-purpose technologies, and provided pivotal funding for building the isotope production infrastructure to boost nuclear technology application. It has set up R&D centers focusing on sterile insect technique, radiation breeding, radioisotopes and radiopharmaceuticals, and application of electron beam technology in environmental protection, so as to promote the integrated development of production, teaching, research and application in the field of nuclear technology application.

中國同位素與輻射技術(shù)的研究應用自列入《1956—1967 年科學技術(shù)發(fā)展遠景規(guī)劃綱要》以來,得到了有關政府部門的多方面支持和關注。國家科技部在歷次的國家科技攻關計劃或科技支撐計劃中均給以支持。國家發(fā)改委為加快推動民用非動力核技術(shù)產(chǎn)業(yè)化,組織實施了《民用非動力核技術(shù)高技術(shù)產(chǎn)業(yè)化專項》,在2019年修訂的《產(chǎn)業(yè)結(jié)構(gòu)調(diào)整指導目錄》中,將同位素、加速器及輻照技術(shù)應用開發(fā)列入鼓勵類產(chǎn)業(yè)。國家發(fā)改委、科技部和公安部還依托有關單位分別建立了與同位素輻射技術(shù)相關的工程技術(shù)中心和危爆物品掃描探測技術(shù)國家工程試驗室。

2021年,國家原子能機構(gòu)聯(lián)合科技部、公安部、生態(tài)環(huán)境部、交通運輸部、國家衛(wèi)生健康委、國家醫(yī)療保障局、國家藥品監(jiān)督管理局發(fā)布《醫(yī)用同位素中長期發(fā)展規(guī)劃(2021-2035年)》,推動醫(yī)用同位素及相關產(chǎn)業(yè)能力水平提升,為健康中國戰(zhàn)略的實施提供重要保障。國家原子能機構(gòu)為保持中國核技術(shù)應用的基礎能力,在核能開發(fā)專項中對一些基礎性、共性技術(shù)的研究開發(fā)給予了重點支持,在固定資產(chǎn)投資中對同位素生產(chǎn)基礎設施的建設給予重點保障。為推動核技術(shù)應用領域的產(chǎn)學研用融合發(fā)展,國家原子能機構(gòu)圍繞昆蟲不育、輻照育種、放射性同位素及藥物、電子束技術(shù)環(huán)境應用等方面設置了研發(fā)中心。
