Addressing an important meeting in December 2019, Xi Jinping emphasized the need to enhance the political loyalty of the armed forces, strengthen the military through reform and technology, train high-caliber military personnel, and run the military in accordance with law.
Raising political awareness is essential to ensuring the Party's absolute leadership role and the military's continued adherence to its nature, purpose, and character.
Reform is key to addressing institutional, structural and organizational constraints in order to create a modern military force structure and an updated military system with Chinese features that serves China's socialist development.
Investing in new technologies means investing in force multipliers. A strategic focus on innovation ensures an increased role of science and technology in the effort to strengthen the military, especially its combat capabilities.
It is important to strengthen talent management and build a strong team of military leaders and other professionals able to perform their duties with competence, integrity, dependability, and courage.
The goal of improving law-based governance in the military is to build a military legal system with Chinese features, bring about fundamental transformation in how the military is run, and enforce laws and rules effectively.

2019年12月，習(xí)近平在軍隊(duì)一次重要會議上提出，堅(jiān)持政治建軍、改革強(qiáng)軍、科技強(qiáng)軍、人才強(qiáng)軍、依法治軍。政治建軍主要是發(fā)揮政治工作生命線作用，確保黨對人民軍隊(duì)的絕對領(lǐng)導(dǎo)，永葆人民軍隊(duì)性質(zhì)、宗旨、本色。改革強(qiáng)軍主要是解決制約國防和軍隊(duì)建設(shè)的體制性障礙、結(jié)構(gòu)性矛盾、政策性問題，推進(jìn)軍隊(duì)組織形態(tài)現(xiàn)代化，構(gòu)建中國特色現(xiàn)代軍事力量體系，完善和發(fā)展中國特色社會主義軍事制度。科技強(qiáng)軍主要是樹立科技是核心戰(zhàn)斗力的思想，堅(jiān)持自主創(chuàng)新的戰(zhàn)略基點(diǎn)，提高科技創(chuàng)新對人民軍隊(duì)建設(shè)和戰(zhàn)斗力發(fā)展的貢獻(xiàn)率。人才強(qiáng)軍主要是把培養(yǎng)干部、培養(yǎng)人才擺在更加突出的位置，著力鍛造忠誠干凈擔(dān)當(dāng)?shù)母咚刭|(zhì)干部隊(duì)伍，著力集聚矢志強(qiáng)軍打贏的各方面優(yōu)秀人才。依法治軍主要是構(gòu)建完善中國特色軍事法治體系，推動治軍方式根本性轉(zhuǎn)變，提高國防和軍隊(duì)建設(shè)法治化水平。
