A Four-Pronged Initiative to Modernize China's National Defense and Military

Service personnel modernization requires enhanced measures for developing military talent to build a team of high-caliber military personnel, including joint operations commanders and specialists on new-type combat forces, technological innovation, and strategic management.
To modernize weaponry and equipment, it is critical to enhance combat capabilities through technological innovation and speed up the development of high-tech weaponry and equipment that will prove effective in modern warfare and the efforts by the military to perform its duties.
國防和軍隊建設“四個現(xiàn)代化”
2017年10月18日，習近平在中國共產(chǎn)黨第十九次全國代表大會的報告中提出，同國家現(xiàn)代化進程相一致，全面推進軍事理論現(xiàn)代化、軍隊組織形態(tài)現(xiàn)代化、軍事人員現(xiàn)代化、武器裝備現(xiàn)代化。軍事理論現(xiàn)代化，就是大力推進馬克思主義軍事理論創(chuàng)新，加快形成具有時代性、引領性、獨特性的軍事理論體系。軍隊組織形態(tài)現(xiàn)代化，就是深化國防和軍隊改革，推進軍事管理革命，構建符合規(guī)律的科學制度機制。軍事人員現(xiàn)代化，就是加強軍事人才培養(yǎng)體系建設，大力培養(yǎng)聯(lián)合作戰(zhàn)指揮人才、新型作戰(zhàn)力量人才、高層次科技創(chuàng)新人才、高水平戰(zhàn)略管理人才，打造宏大的高素質(zhì)新型軍事人才隊伍。武器裝備現(xiàn)代化，就是堅持向科技創(chuàng)新要戰(zhàn)斗力，加快發(fā)展高新技術武器裝備，盡快建成適應現(xiàn)代戰(zhàn)爭和履行使命要求的武器裝備體系。
