A Four-Pronged Initiative to Modernize China's National Defense and Military

Service personnel modernization requires enhanced measures for developing military talent to build a team of high-caliber military personnel, including joint operations commanders and specialists on new-type combat forces, technological innovation, and strategic management.
To modernize weaponry and equipment, it is critical to enhance combat capabilities through technological innovation and speed up the development of high-tech weaponry and equipment that will prove effective in modern warfare and the efforts by the military to perform its duties.
國防和軍隊建設“四個現代化”
2017年10月18日，習近平在中國共產黨第十九次全國代表大會的報告中提出，同國家現代化進程相一致，全面推進軍事理論現代化、軍隊組織形態現代化、軍事人員現代化、武器裝備現代化。軍事理論現代化，就是大力推進馬克思主義軍事理論創新，加快形成具有時代性、引領性、獨特性的軍事理論體系。軍隊組織形態現代化，就是深化國防和軍隊改革，推進軍事管理革命，構建符合規律的科學制度機制。軍事人員現代化，就是加強軍事人才培養體系建設，大力培養聯合作戰指揮人才、新型作戰力量人才、高層次科技創新人才、高水平戰略管理人才，打造宏大的高素質新型軍事人才隊伍。武器裝備現代化，就是堅持向科技創新要戰斗力，加快發展高新技術武器裝備，盡快建成適應現代戰爭和履行使命要求的武器裝備體系。
