“七個(gè)強(qiáng)化”
2017年2月21日，中共中央政治局就國(guó)家脫貧攻堅(jiān)形勢(shì)和更好實(shí)施精準(zhǔn)扶貧進(jìn)行第三十九次集體學(xué)習(xí)。習(xí)近平在主持學(xué)習(xí)時(shí)強(qiáng)調(diào)，言必信，行必果。農(nóng)村貧困人口如期脫貧、貧困縣全部摘帽、解決區(qū)域性整體貧困，是全面建成小康社會(huì)的底線任務(wù)，是中國(guó)共產(chǎn)黨作出的莊嚴(yán)承諾。為此，必須強(qiáng)化領(lǐng)導(dǎo)責(zé)任、強(qiáng)化資金投入、強(qiáng)化部門協(xié)同、強(qiáng)化東西協(xié)作、強(qiáng)化社會(huì)合力、強(qiáng)化基層活力、強(qiáng)化任務(wù)落實(shí)。通過(guò)做好這“七個(gè)強(qiáng)化”，集中力量攻堅(jiān)克難，更好推進(jìn)精準(zhǔn)扶貧、精準(zhǔn)脫貧，確保如期實(shí)現(xiàn)脫貧攻堅(jiān)目標(biāo)。
從中國(guó)扶貧開發(fā)的長(zhǎng)時(shí)段來(lái)看，“七個(gè)強(qiáng)化”是對(duì)中國(guó)過(guò)去扶貧經(jīng)驗(yàn)--“加強(qiáng)領(lǐng)導(dǎo)是根本、把握精準(zhǔn)是要義、增加投入是保障、各方參與是合力、群眾參與是基礎(chǔ)”--的繼承和發(fā)展。從脫貧攻堅(jiān)的實(shí)踐來(lái)看，“七個(gè)強(qiáng)化”從整體入手，強(qiáng)調(diào)以戰(zhàn)略思維謀全局，以系統(tǒng)思維聚合力，為更好實(shí)施精準(zhǔn)扶貧、打贏脫貧攻堅(jiān)戰(zhàn)提供了重要的方法論指導(dǎo)，指明了在扶貧領(lǐng)域推進(jìn)國(guó)家貧困治理體系和治理能力現(xiàn)代化的基本路徑。
Seven Aspects of Reinforcing Poverty Alleviation Work
On February 21, 2017, the Political Bureau of the CPC Central Committee had its 39th group study session, with the subject being poverty elimination. Xi Jinping chaired the session and reiterated that promises must be kept. To help the rural population eliminate poverty as scheduled, lift all poor counties out of poverty and solve overall regional poverty are the CPC's promise to build a moderately prosperous society in all respects.
To honor this promise, efforts are needed to:
(1) reinforce the leadership's sense of responsibility;
(2) increase funds;
(3) facilitate coordination among government departments;
(4) enhance cooperation between the east and the west;
(5) build social synergy;
(6) restore the vigor of communities; and
(7) ensure that tasks are completed.
These are a continuation of the past experience in fighting poverty: There must be effective leadership, targeted efforts, adequate inputs, and wide participation and contribution.
With all these efforts, China can concentrate its resources on challenging issues, better advance its targeted poverty elimination campaign, and meet its goals as planned. This will also help modernize state governance.
