內(nèi)生動(dòng)力
內(nèi)生動(dòng)力在最抽象意義上是指事物發(fā)展的內(nèi)因，是個(gè)體和區(qū)域發(fā)展的根本力量。激發(fā)貧困群眾、貧困地區(qū)脫貧與發(fā)展的內(nèi)生動(dòng)力不僅是打贏脫貧攻堅(jiān)戰(zhàn)的重要戰(zhàn)略選擇，有助于更好更快地取得脫貧攻堅(jiān)的最終勝利，而且是促進(jìn)貧困群眾全面發(fā)展的必由之路。唯有貧困群眾擁有了脫貧的積極性和主動(dòng)性，他們才能在真正意義上擺脫貧困。
中共十八大以來(lái)，習(xí)近平在多個(gè)場(chǎng)合就脫貧要靠?jī)?nèi)生動(dòng)力作出重要指示，強(qiáng)調(diào)要輸血和造血相結(jié)合、內(nèi)外結(jié)合發(fā)展、變要我發(fā)展為我要發(fā)展、扶貧先扶智、阻止貧困代際傳遞、重視干部群眾的首創(chuàng)精神，等等。他尤其重視激發(fā)貧困人口的內(nèi)生脫貧動(dòng)力，在他看來(lái)，貧困地區(qū)發(fā)展要靠?jī)?nèi)生動(dòng)力，如果只是憑空救濟(jì)出一個(gè)新村，或簡(jiǎn)單改變村容村貌，但其內(nèi)在活力不行，勞動(dòng)力不能回流，沒(méi)有經(jīng)濟(jì)上的持續(xù)來(lái)源，這個(gè)地方的下一步發(fā)展也還是存在問(wèn)題。只要貧困地區(qū)干部群眾有走出貧困的志向和內(nèi)生動(dòng)力，有更加振奮的精神狀態(tài)、更加扎實(shí)的工作作風(fēng)，堅(jiān)持自力更生、艱苦奮斗，就能夠凝聚起打贏脫貧攻堅(jiān)戰(zhàn)的強(qiáng)大力量。
Internal Impetus for Poverty Elimination
Internal impetus is the fundamental force driving the development of individuals and regions. Motivating the poor and stimulating poor regions is a strategic approach to the battle against poverty. Only by applying their own initiative can these people escape poverty in the true sense.
Since 2012, Xi Jinping has advocated motivating the poor through such ideas as "aiding people" and "making people aid themselves." He wants to change the mindset from "others want me to develop" to "I want to develop," improve education facilities for the poor, stop the intergenerational transmission of poverty, and give play to the creativity of local officials and residents.
Xi values the internal motivation of the poor. If assistance only brightens the image of a village, or creates a brand new village out of nothing for relocated people, these places will still lack social vigor, and workers will not come back to work there. Without a strong catalyst for sustainable economic growth, these localities will still face problems. But if the local people have the confidence and resolution to fight poverty, work diligently, and apply high moral standards, they will build a strong synergy in the fight against poverty.
