脫貧攻堅責任書
建立精準扶貧工作機制是多部門參與、協同推進的系統工程。中共十八大以來，精準扶貧考核機制在黨的統一領導和決策部署下不斷完善，尤其是22個中西部省區市的一把手與中央簽訂《脫貧攻堅責任書》，立下“軍令狀”，實現了有史以來最嚴格的考核督查問責機制。
2015年6月18日，習近平在貴州召開部分省區市黨委主要負責同志座談會時強調，各級黨委和政府要確保貧困人口到2020年如期脫貧。要實現2020年如期脫貧，全體人民共同邁入全面小康社會的一個重要推手就是創新精準扶貧考核機制。為落實各層級部門扶貧責任，中央出臺精準扶貧責任制實施辦法，強化“中央統籌、省負總責、市縣抓落實”的扶貧管理體制機制，構建起責任清晰、各負其責、合力攻堅的責任體系。目前，就有關考核機制創新，各級政府層層簽訂脫貧攻堅責任書，建立年度脫貧攻堅報告和督察制度，把脫貧攻堅實績作為選拔任用干部的重要依據，激勵各級干部到脫貧攻堅戰場上大顯身手，為2020年如期脫貧提供了重要保障。
Poverty Elimination Pledges
Since 2012, the mechanism for evaluating targeted poverty alleviation has been improved under the CPC leadership. The top officials of the 22 provinces, autonomous regions and municipality in central and western China have made poverty elimination pledges to the central leadership. This is the strictest evaluation and supervision ever practiced to enhance accountability.
When talking to a meeting of senior officials of some provinces, autonomous regions and a municipality held in Guizhou on June 18, 2015, Xi Jinping demanded that Party committees and governments at all levels must ensure elimination of poverty within their respective jurisdiction by 2020 as planned. For this purpose, a new evaluation mechanism is needed so that officials at all levels will take on specific duties. A poverty alleviation working mechanism is now in place, whereby the central leadership makes overall plans, provincial authorities take overall responsibility, and city and county authorities are responsible for implementation, with a clear division of responsibilities and coordination of the endeavors of the various parties.
To date, local governments have all signed pledges and now make annual reports under a supervision system for poverty elimination. The officials are encouraged to distinguish themselves in the battle against poverty, and their performance will be a major criterion for promotion.
