大扶貧格局
“人心齊，泰山移”。脫貧致富不僅僅是貧困地區(qū)的事，也是全黨全社會(huì)的共同責(zé)任，需要廣泛動(dòng)員和凝聚全社會(huì)力量，加快形成專項(xiàng)扶貧、行業(yè)扶貧、社會(huì)扶貧等多方力量、多種舉措有機(jī)結(jié)合和互為支撐的“三位一體”大扶貧格局。
首先是強(qiáng)化東西部扶貧協(xié)作，引導(dǎo)東部地區(qū)加大對(duì)西部地區(qū)的幫扶力度。東部地區(qū)不僅要幫錢幫物，更要推動(dòng)產(chǎn)業(yè)層面的合作，推動(dòng)?xùn)|部地區(qū)人才、資金、技術(shù)向貧困地區(qū)流動(dòng)，充分發(fā)掘貧困地區(qū)的勞動(dòng)力資源與自然資源優(yōu)勢(shì)，實(shí)現(xiàn)雙方共贏；不僅要推動(dòng)省級(jí)層面協(xié)作，而且要推動(dòng)市縣層面協(xié)作。其次是推進(jìn)黨政機(jī)關(guān)定點(diǎn)扶貧機(jī)制建設(shè)，支持各部門積極完成所承擔(dān)的定點(diǎn)扶貧任務(wù)。近年來，中央和國(guó)家機(jī)關(guān)各部門、人民團(tuán)體等承擔(dān)定點(diǎn)扶貧任務(wù)的單位，圍繞扶貧做了不少事情，為扶貧開發(fā)作出了重要貢獻(xiàn)。今后的工作重點(diǎn)是圍繞制度建設(shè)，明確各單位責(zé)任，建立考核評(píng)價(jià)機(jī)制。第三是鼓勵(lì)國(guó)有企業(yè)承擔(dān)更多扶貧開發(fā)任務(wù)。承擔(dān)定點(diǎn)扶貧任務(wù)，是中央企業(yè)的政治責(zé)任，不能有絲毫含糊。
守望相助、扶危濟(jì)困是中華民族的傳統(tǒng)美德。今后，中國(guó)將繼續(xù)深入研究、借鑒其他國(guó)家的成功做法，創(chuàng)新慈善事業(yè)制度，動(dòng)員全社會(huì)力量廣泛參與扶貧事業(yè)，鼓勵(lì)支持各類企業(yè)、社會(huì)組織、個(gè)人參與到脫貧攻堅(jiān)工作中來。同時(shí)，積極推動(dòng)社會(huì)扶貧重心下沉，促進(jìn)幫扶資源向貧困村和貧困戶流動(dòng)，實(shí)現(xiàn)同精準(zhǔn)扶貧政策的有效對(duì)接。
An All-Encompassing Campaign Against Poverty
"United, we can move Mount Tai." This is an old Chinese saying about unity. To get rid of poverty is not the goal of poor areas alone. It is the shared mission of the CPC and Chinese society as a whole. Consequently, the whole of society needs to be mobilized, and special programs, corporate support and social assistance must be integrated to form synergy.
First, the east and the west strengthen cooperation, with the former increasing support to the latter. In addition to providing funds and material assistance, the east will work to promote economic development, increase the flow of human resources, capital and technologies to the west, and tap the workforce and natural resources of poor areas. Such cooperation can be conducted at the level of provinces, cities and counties.
Second, the Party and government departments and the people's organizations all have designated poverty alleviation tasks, with evaluation of their performance and results.
Third, state-owned enterprises are encouraged to take on more poverty alleviation work. This is a political duty that they must not shirk.
Helping each other, particularly helping those in need, is a great Chinese tradition. China will study and learn from other countries' successes, improve its charity system, and motivate enterprises, social organizations and individuals to participate extensively in poverty elimination. It will drive social involvement to the lower levels and communities and ensure that resources reach poor villages and poor households to achieve effective results.
