脫貧攻堅(jiān)是以人民為中心發(fā)展思想的重要體現(xiàn)
在中共十八屆五中全會(huì)上，習(xí)近平首次提出以人民為中心的發(fā)展思想。以人民為中心的發(fā)展思想，體現(xiàn)了中國(guó)共產(chǎn)黨全心全意為人民服務(wù)的根本宗旨，體現(xiàn)了人民是推動(dòng)發(fā)展的根本力量的唯物史觀，體現(xiàn)了逐步實(shí)現(xiàn)共同富裕的目標(biāo)要求。以人民為中心的發(fā)展思想，不能只停留在口頭上、止步于思想環(huán)節(jié)，而要體現(xiàn)在經(jīng)濟(jì)社會(huì)發(fā)展各個(gè)環(huán)節(jié)。
在做好扶貧開(kāi)發(fā)工作中，充分體現(xiàn)以人民為中心的發(fā)展思想，支持困難群眾擺脫貧困，使發(fā)展成果更多更公平惠及全體人民，是中國(guó)共產(chǎn)黨堅(jiān)持全心全意為人民服務(wù)根本宗旨的重要體現(xiàn)，也是黨和政府的職責(zé)所在。
習(xí)近平強(qiáng)調(diào)，脫貧攻堅(jiān)必須依靠人民群眾，組織和支持貧困群眾自力更生，發(fā)揮人民群眾主動(dòng)性。要防止忽視貧困群眾主體作用，貧困群眾既是脫貧攻堅(jiān)的對(duì)象，更是脫貧致富的主體。要注重扶貧同扶志扶智相結(jié)合，把貧困群眾的積極性和主動(dòng)性充分調(diào)動(dòng)起來(lái)，引導(dǎo)貧困群眾樹(shù)立主體意識(shí)，發(fā)揚(yáng)自力更生精神，激發(fā)改變貧困面貌的干勁和決心，變“要我脫貧”為“我要脫貧”，靠自己的努力改變命運(yùn)。
Poverty Elimination: a People-Centered Approach to Development
Xi Jinping raised the idea of a people-centered approach to development at the fifth plenary session of the 18th CPC Central Committee. This approach echoes the CPC's founding mission of serving the people wholeheartedly, and reflects the belief that the people are the driving force behind development and the goal of common prosperity.
This must not fall victim to lip service or idle reflection, but be put into practice in all areas of social and economic development. In particular, it must be applied in helping the poor emerge from poverty, so that all the Chinese people can enjoy fully and fairly the benefits brought by development. This is where the duty of the CPC and the government lies.
Xi Jinping has emphasized the people's initiative in China's poverty elimination. Impoverished people are both the recipients of assistance and the main actors in fighting poverty. They must be motivated with more confidence, resolution and necessary skills to change their conditions, so that they will abandon the mindset of "others want me to fight poverty" and turn to "I want to fight poverty" and try to improve their lot through their own efforts.
