“六個精準”
2015年6月，習近平在貴州考察時提出了扶貧開發工作“六個精準”的基本要求，即扶持對象精準、項目安排精準、資金使用精準、措施到戶精準、因村派人（第一書記）精準、脫貧成效精準。“六個精準”涵蓋了貧困治理的基本方面，為扶貧政策設計與地方治理創新提供了基本依據。
“六個精準”不僅強調貧困治理對象、項目和目標等的精準，同時也注重實現彼此之間的匹配。只有把真正的貧困人口弄清楚，才能做到真扶貧、扶真貧；只有明確了各級政府責任，責任落實到人，才能做到扶貧項目優先安排、扶貧資金優先保障；只有按照貧困地區和貧困人口的具體情況施策，才能在各地千差萬別的情況下因地制宜實現脫貧目標。
Six Elements of Targeted Poverty Alleviation
Xi Jinping talked about six elements of targeted poverty alleviation during his inspection tour of Guizhou Province in June 2015:
(1) Institutional innovations are needed to ensure that the recipients are those in need;
(2) The projects are adapted to the eligible recipients;
(3) The funds are effectively used;
(4) Appropriate measures are taken for individual households;
(5) Capable workers (first Party branch secretary) are dispatched to individual villages; and
(6) The results of poverty alleviation reach expectations.
These instructions cover the fundamentals of poverty governance and guide policy making and local management innovation. The six elements above are mutually relevant:
Only with accurate information about the true poor populations can targeted assistance reach the households in need;
Only with clear responsibilities defined for governments and officials can priority be given to projects and funds for poverty relief purposes; and
Only with targeted policies being tailored for poor areas and poor populations can effective poverty alleviation be attained for different local conditions.
