“回頭看”
一是建檔立卡“回頭看”。2013年年底中共中央辦公廳、國務(wù)院辦公廳印發(fā)《關(guān)于創(chuàng)新機(jī)制扎實(shí)推進(jìn)農(nóng)村扶貧開發(fā)工作的意見》，要求國家制定統(tǒng)一的扶貧對(duì)象識(shí)別辦法，對(duì)每個(gè)貧困村、貧困戶建檔立卡，建設(shè)全國扶貧信息網(wǎng)絡(luò)系統(tǒng)。從2014年起，國務(wù)院扶貧辦統(tǒng)籌頂層設(shè)計(jì)，按照“一年打基礎(chǔ)、兩年完善、三年規(guī)范運(yùn)行”的總體思路，制定《扶貧開發(fā)建檔立卡工作方案》和《扶貧開發(fā)建檔立卡指標(biāo)體系》，明確了全國統(tǒng)一的建檔立卡標(biāo)準(zhǔn)和程序。2015年8月至2016年6月，全國動(dòng)員近200萬人開展建檔立卡“回頭看”，通過對(duì)2014年建檔立卡數(shù)據(jù)進(jìn)行重新比對(duì)，補(bǔ)錄貧困人口807萬人，剔除識(shí)別不準(zhǔn)人口929萬人，扶貧識(shí)別的精準(zhǔn)度進(jìn)一步提高。
二是脫貧人口“回頭看”。國務(wù)院扶貧辦自2019年起，對(duì)所有已經(jīng)脫貧的貧困人口適時(shí)開展“回頭看”，看每一個(gè)脫貧家庭是否真正脫貧，還存在哪些返貧風(fēng)險(xiǎn)，并針對(duì)每個(gè)貧困家庭不同的困難和問題，采取對(duì)應(yīng)的措施。
Follow-Up Checks
First, follow-up checks of poverty registration. In late 2013, the central authorities issued the Decision on Creating New Mechanisms for Promoting Rural Poverty Alleviation and Development, devising methods to identify impoverished targets, having every poor village and household registered, and building a nationwide unified information system of poverty alleviation.
In 2014, the State Council Leading Group Office of Poverty Alleviation and Development issued the Plan for Poverty Alleviation Registration and the Index System for Poverty Alleviation Registration. The two documents set national unified standards and procedures for poverty registration.
From August 2015 to June 2016, follow-up checks were made of the 2014 registration information, which identified 8.07 million additional impoverished people and removed 9.29 million false ones from the register, thus making the information more accurate.
Second, follow-up checks on poverty elimination. Starting in 2019, the Leading Group Office of Poverty Alleviation and Development has conducted such follow-up checks to make sure that every household has really escaped poverty and faces no danger of slipping back into poverty. Through follow-up checks, corresponding measures will be taken targeting the problems and difficulties every family encounters.
