以脫貧攻堅(jiān)統(tǒng)攬經(jīng)濟(jì)社會(huì)發(fā)展全局
脫貧攻堅(jiān)不僅是要使貧困人口如期全部脫貧，還要使貧困地區(qū)經(jīng)濟(jì)社會(huì)發(fā)展上一個(gè)臺(tái)階。習(xí)近平指出，深度貧困地區(qū)黨委和政府要堅(jiān)持把脫貧攻堅(jiān)作為“十三五”期間的頭等大事和第一民生工程來(lái)抓，堅(jiān)持以脫貧攻堅(jiān)統(tǒng)攬經(jīng)濟(jì)社會(huì)發(fā)展全局。
脫貧攻堅(jiān)不僅要圍繞貧困人口脫貧做工作，同樣要以區(qū)域經(jīng)濟(jì)社會(huì)全面發(fā)展為前提。精準(zhǔn)扶貧的實(shí)踐不僅是中國(guó)社會(huì)政策領(lǐng)域的創(chuàng)新，同時(shí)也包含了區(qū)域經(jīng)濟(jì)發(fā)展的創(chuàng)新。隨著脫貧攻堅(jiān)的深入，原有貧困縣不斷脫貧摘帽，縣域經(jīng)濟(jì)社會(huì)發(fā)展邁上了新臺(tái)階。在精準(zhǔn)扶貧實(shí)踐的進(jìn)程中，不僅縣域發(fā)展的基礎(chǔ)設(shè)施與公共服務(wù)水平有了較大提升，地方政府的治理能力也得到了鍛煉，為經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展奠定了良好基礎(chǔ)。在脫貧摘帽縣中，一些地方不僅徹底擺脫了貧困縣的帽子，而且形成了良好的產(chǎn)業(yè)格局和經(jīng)濟(jì)環(huán)境。
以脫貧攻堅(jiān)統(tǒng)攬經(jīng)濟(jì)社會(huì)發(fā)展全局，要重點(diǎn)以縣域經(jīng)濟(jì)社會(huì)發(fā)展為基礎(chǔ)。習(xí)近平指出，縣級(jí)黨委是全縣脫貧攻堅(jiān)的總指揮部，縣委書(shū)記要統(tǒng)攬脫貧攻堅(jiān)，統(tǒng)籌做好進(jìn)度安排、項(xiàng)目落地、資金使用、人力調(diào)配、推進(jìn)實(shí)施等工作。
Overall Economic and Social Development Through Poverty Elimination
The goals of China's poverty elimination campaign are to lift all disadvantaged people out of poverty as scheduled, and to bring local economic and social development to a higher level. Xi Jinping has demanded that the local authorities and Party committees in severely impoverished areas take poverty elimination their top priority and the most important project for improving people's wellbeing during the 13th Five-year Plan period (2016-2020). They should focus on poverty elimination in local overall social and economic development.
As well as helping the impoverished population, regional development also deserves great attention. Targeted poverty alleviation is a Chinese innovation in social policy and in regional economic development. As more and more poor counties succeed in eliminating poverty, their economic and social development has been raised to a new level. Infrastructure and public services have been improved, and the local governments' governance capability has been enhanced, thus laying a solid foundation for sustainable development. Some of these counties, once very poor, now have a much better industrial configuration and economic environment.
County social and economic development is the foundation for national development. As Xi Jinping says, county CPC committees should be the headquarters of the poverty elimination campaign, and country Party committee secretaries should take overall charge of poverty elimination - coordinating schedules, launching projects, allocating funds, assigning personnel, and promoting the implementation of projects.
