先富幫后富
改革開放之前，人民生活水平提高緩慢，社會(huì)主義的優(yōu)越性未能充分體現(xiàn)出來。為了充分顯示社會(huì)主義的優(yōu)越性，就必須首先讓人們生活富裕。但是，一些錯(cuò)誤觀念嚴(yán)重束縛著人們的思想，制約了生產(chǎn)力的發(fā)展。為此，鄧小平當(dāng)時(shí)提出了“先富帶動(dòng)共富”的政策理念，意在調(diào)動(dòng)人民群眾的積極性和創(chuàng)造性。鄧小平指出，我們提倡一部分地區(qū)先富裕起來，是為了激勵(lì)和帶動(dòng)其他地區(qū)也富裕起來，并且使先富裕起來的地區(qū)幫助落后的地區(qū)更好地發(fā)展。提倡人民中有一部分人先富裕起來，也是同樣的道理。一部分地區(qū)、一部分人可以先富起來，帶動(dòng)和幫助其他地區(qū)、其他的人，逐步達(dá)到共同富裕。
脫貧攻堅(jiān)戰(zhàn)中，東西部扶貧協(xié)作和對口支援集中體現(xiàn)了“先富幫后富”的思想，是推動(dòng)區(qū)域協(xié)調(diào)發(fā)展、協(xié)同發(fā)展、共同發(fā)展的大戰(zhàn)略，是加強(qiáng)區(qū)域合作、優(yōu)化產(chǎn)業(yè)布局、拓展對內(nèi)對外開放新空間的大布局，是最終實(shí)現(xiàn)共同富裕目標(biāo)的大舉措。
Those Who Become Prosperous First Helping Those Who Lag Behind
Prior to China's era of reform and opening up, the Chinese people saw only a slow improvement in their living conditions, and socialism was not fully showing its superiority. To demonstrate the strengths of socialism, China needed to achieve common prosperity. But at that time some erroneous ideas still fettered people's thinking and hampered the productive forces.
Seeing this, Deng Xiaoping proposed encouraging those who have become prosperous first to inspire others to follow their example. He said, "In encouraging some regions to become prosperous first, we intend that they should inspire others to follow their example and that all of them should help economically backward regions to develop. The same holds good for some individuals," and "some regions and some people may prosper before others do, and then they can help other regions and people to gradually do the same."
This idea is fully applied in China's battle against poverty, particularly in the cooperation and paired-up assistance between the east and the west. It helps promote regional cooperation for coordinated development, with a better industrial configuration and more space for opening to the rest of the country and the world, with the final goal of common prosperity.
