China-LatAm Comprehensive Cooperative Partnership
During his visit to Brazil in July 2014, Chinese President Xi Jinping met with the state leaders of 11 Latin American and Caribbean countries. Initiated by China, this was the first meeting between Chinese and LatAm leaders. They discussed cooperation for common development, and decided to establish a comprehensive cooperative partnership featuring equality, mutual benefit and common development. They announced the decision to set up the Forum of China and the Community of Latin American and Caribbean States (China-CELAC Forum), setting the course for overall cooperation.
Xi elaborated on China's policies toward Latin America and the Caribbean, and proposed building a bilateral relationship with five salient features - sincerity and mutual trust in the political field, win-win cooperation on the economic front, mutual learning in culture, close coordination in international affairs, and mutual reinforcement between China's cooperation with the region as a whole and its ties with each individual country. He depicted a "1+3+6" framework of cooperation: guided by the "1" document of the China-Latin American and Caribbean Countries Cooperation Plan (2015-2019); utilizing the "3" driving forces of trade, investment and financial cooperation; and identifying energy and resources, infrastructure, agriculture, manufacturing, scientific and technological innovation, and information technology as the "6" priority fields.
On January 8, 2015, the first ministerial meeting of the China-CELAC Forum opened in Beijing, turning bilateral cooperation from a concept to reality.
On January 22, 2018, the second ministerial meeting opened in Santiago, Chile. The attendees discussed how to align each other's development strategies and promote pragmatic cooperation in all fields under the Belt and Road framework, and to find new opportunities for development and win-win results.
譜寫中拉全面合作伙伴關(guān)系新篇章
2014年7月，習(xí)近平訪問巴西期間，在中方倡議下，中拉領(lǐng)導(dǎo)人舉行首次會晤，習(xí)近平同11個拉美和加勒比國家領(lǐng)導(dǎo)人共商合作，共謀發(fā)展，一致決定建立平等互利、共同發(fā)展的中拉全面合作伙伴關(guān)系，共同宣布成立中拉論壇，開啟了中拉整體合作進程。習(xí)近平闡述了新形勢下中國對拉政策主張，提出構(gòu)建政治上真誠互信、經(jīng)貿(mào)上合作共贏、人文上互學(xué)互鑒、國際事務(wù)中密切協(xié)作、整體合作和雙邊關(guān)系相互促進的中拉關(guān)系五位一體新格局，提出打造“1＋3＋6” 合作新框架。“1” 是一個規(guī)劃，即《中國與拉美和加勒比國家合作規(guī)劃（2015-2019）》，“3”是三大引擎，即貿(mào)易、投資、金融合作，“6”是六大領(lǐng)域，即能源資源、基礎(chǔ)設(shè)施建設(shè)、農(nóng)業(yè)、制造業(yè)、科技創(chuàng)新、信息技術(shù)。2015年1月8日，中拉論壇首屆部長級會議在北京開幕，向世界發(fā)出中拉深化合作、攜手發(fā)展的積極信號，標(biāo)志著雙方整體合作由構(gòu)想變?yōu)楝F(xiàn)實。2018年1月22日，中拉論壇第二屆部長級會議在智利首都圣地亞哥舉行，雙方探討了在“一帶一路”框架內(nèi)實現(xiàn)中拉發(fā)展戰(zhàn)略對接，用共建“一帶一路”的理念、原則和合作方式推動中拉各領(lǐng)域務(wù)實合作，攜手開創(chuàng)發(fā)展新機遇，謀求發(fā)展新動力，拓展發(fā)展新空間， 實現(xiàn)優(yōu)勢互補、互利共贏。
