Concept of Global Governance
The world today is undergoing profound transformation and change, and peace and development remain the call of our day. Yet uncertainties and destabilizing factors continue to grow. Global economic growth lacks vigor, and the gap between rich and poor continues to widen. Regional flashpoint issues erupt in succession, and non- conventional security threats like terrorism, cyber-insecurity, major infectious diseases and climate changes continue to spread. So many countries face common challenges.
Against this backdrop, the CPC stated China's concept of global governance at its 19th National Congress: China follows the principle of achieving shared growth through discussion and collaboration. It stands for democracy in international relations and the equality of all countries, big or small, strong or weak, rich or poor. The country supports the United Nations in playing an active role in international affairs, and supports the efforts of other developing countries to increase their representation and strengthen their voice in international affairs.
This concept implies that all countries in the international system are the main actors of global governance, not any single part of the world or only certain kinds of country. It suggests that inclusive principles and open methods be applied, with the common goal of building a community with a shared future for humanity.
全球治理觀
當今世界正處于大發展大變革大調整時期,和平與發展仍然是時代主題。同時,世界面臨的不穩定性不確定性突出, 世界經濟增長動能不足,貧富分化日益嚴重,地區熱點問題此起彼伏,恐怖主義、網絡安全、重大傳染性疾病、氣候變化等非傳統安全威脅持續蔓延,人類面臨許多共同挑戰。在這樣的時代背景下,黨的十九大報告提出了中國的全球治理觀, 即秉持共商共建共享的全球治理觀,倡導國際關系民主化,堅持國家不分大小、強弱、貧富一律平等,支持聯合國發揮積極作用,支持擴大發展中國家在國際事務中的代表性和發言權。這一新型全球治理觀意味著全球治理的主體是構成國際體系的世界各國,而不是世界的某一個部分和某一類國家;意味著要遵循更具包容性的治理原則和更具開放性的治理方式;意味著以構建人類命運共同體為目標。
