Cooperation Between China and Central and Eastern European Countries

The mechanism for cooperation between China and the Central and Eastern European (CEE) countries, commonly known as "16+1," has been established to facilitate collaboration between China and the 16 CEE countries on issues of common concern. The 17 countries agree to respect each other's sovereignty, independence, and territorial integrity, broaden understanding of each other's approach to development, and work to realize goals under the "16+1" framework in line with their own specific needs and priorities and based on equality, consultation, mutual complementarity, and cooperation for mutual benefit.

An innovative framework for subregional cooperation, the "16+1" opens new avenues for increased engagement between traditionally friendly countries. It is a platform that while focusing on South-South cooperation, also embraces South-North cooperation.

Thanks to the joint endeavors of the participants, the "16+1" has grown into an omni-dimensional, wide-ranging, and multi-channel framework that is harvesting fruitful results. A more effective alignment between the China-proposed Belt and Road Initiative and the "16+1" framework will create a super engine for the train of China-CEE cooperation, expand the channels of investment and trade for the countries along the route, and bring benefits to both China and the CEE countries.

中國(guó)—中東歐國(guó)家合作簡(jiǎn)稱“16+1合作”，是中國(guó)與中東歐16國(guó)之間建立的合作機(jī)制。在該機(jī)制框架下，17國(guó)將相互尊重各自主權(quán)獨(dú)立和領(lǐng)土完整，加深對(duì)各自發(fā)展道路的理解，結(jié)合自身特點(diǎn)、需求和優(yōu)先方向， 本著平等協(xié)商、優(yōu)勢(shì)互補(bǔ)、合作共贏的原則，積極落實(shí)框架目標(biāo)。“16+1合作”這一創(chuàng)新性的次區(qū)域合作機(jī)制， 開辟了中國(guó)同傳統(tǒng)友好國(guó)家關(guān)系發(fā)展的新途徑 , 創(chuàng)新了中國(guó)同歐洲關(guān)系的實(shí)踐，搭建了具有南北合作特點(diǎn)的南南合作新平臺(tái)。近年來，在雙方的共同努力下，“16+1合作”機(jī)制不斷發(fā)展壯大，形成了全方位、寬領(lǐng)域、多層次的格局，已步入成熟期和早期收獲期。實(shí)現(xiàn)“一帶一路”倡議與“16+1 合作”機(jī)制的有效對(duì)接，將為中國(guó)—中東歐合作列車裝載“超級(jí)引擎”，拓寬沿線國(guó)家的企業(yè)投資之路、貿(mào)易之路，開拓中國(guó)與中東歐國(guó)家的合作共贏之路。
