Conference on Interaction and Confidence-Building Measures in Asia
The idea of establishing an Asia-wide forum on security cooperation was first proposed by President Nazarbayev of Kazakhstan in October 1992 at the 47th Session of the UN General Assembly. This regional forum aims to promote dialogue and consultation on Asian or Eurasian peace and security issues among experts, academics and political leaders.
After 10 years of deliberation and diplomatic coordination, the first summit of the Conference on Interaction and Confidence-Building Measures in Asia (CICA) was held in Almaty (Kazakhstan) in June 2002.
The CICA is committed to the purposes and principles of the Charter of the United Nations, including equality of its member states, respect for each other's sovereignty and territorial integrity, non-interference in each other's internal affairs, peaceful settlement of disputes, and the obligation to refrain from the threat or use of force. It encourages exchanges and cooperation among member states on security, economic, social and cultural issues, through the implementation of confidence-building measures to address military, political, economic, cultural and environmental challenges and new threats.
CICA deliberation and decision-making mechanisms include: Meetings of Heads of State and Government, Meetings of Foreign Ministers, the Senior Officials Committee, and the Special Working Group.
The number of CICA member states increased to 26 at the 2014 Shanghai Summit. At that summit, President Xi Jinping introduced an Asian security concept that emphasizes joint and comprehensive measures and cooperation in ensuring sustainable security, one that aims at carving a path through joint efforts to a secure future in the region enjoyed by all.
China assumed the CICA presidency in May 2014 and renewed its term in 2016. Since then it has promoted the CICA process: the CICA philosophy on security cooperation has been enriched, mutual trust and interaction have been enhanced, confidence-building measures have been improved, and the partnership network has been expanded.
The active participation of all parties has unlocked CICA cooperation potential and enhanced overall cooperation, with increasing participation and visibility in international and regional affairs. The CICA is the security cooperation forum with the widest coverage, the largest membership and the broadest representation in Asia, and it now plays an important role in promoting regional stability and prosperity.
亞信會議
亞信會議全稱為亞洲相互協作與信任措施會議。1992年10月,哈薩克斯坦總統納扎爾巴耶夫在第47屆聯合國大會上提出了建立一個全亞洲范圍的地區性安全合作組織的倡議,旨在通過各國專家、學者和領導人之間“討論亞洲或歐亞的和平與安全問題”,促進亞洲各國間的對話和協商。經過長達10年的專家論證和外交協調,2002年6月,亞信會議第一次峰會在阿拉木圖成功舉行。亞信會議恪守《聯合國憲章》的宗旨和原則,堅持各成員國一律平等,相互尊重主權和領土完整,互不干涉內政,倡導以和平方式解決爭端,反對動輒訴諸武力或以武力相威脅,通過制定和實施軍事政治、新威脅新挑戰、經濟、人文、生態等五大領域信任措施,加強成員國安全、經濟、社會和文化的交流與合作。亞信會議建立了國家元首和政府首腦會議、外長會議、高官委員會會議、特別工作組會議等議事和決策機制。截止到 2014年的上海亞信峰會,亞信會議已有26個成員國,橫跨亞洲各區域。在本次峰會上,習近平主席提出了“共同、綜合、合作、可持續”的亞洲安全觀,倡議走出一條共建、共享、共贏的亞洲安全之路。中國自2014年5月擔任,2016年連任亞信會議主席國以來,推動亞信進程取得一系列新的進展,亞信安全合作理念進一步豐富,互信協作共識進一步凝聚,信任措施水平進一步提高,伙伴關系網絡進一步拓展。在各方積極參與下,亞信合作潛力得到釋放,整體合作逐步走向深入,在國際和地區事務中的參與度和能見度顯著提高,已經成為亞洲覆蓋范圍最廣、成員數量最多、代表性最強的安全合作論壇,為促進地區穩定繁榮發揮著重要作用。
