A People-Centered Approach to Development
The people-centered approach is key to the CPC’s political thinking. It is what distinguishes a Marxist party from other political parties. The original aspiration of the Chinese Communists was to seek happiness for the Chinese people and lead the people to a better life. The report to the 19th CPC National Congress called for continued commitment to the people-centered philosophy of development, and to the promotion of well-rounded development and common prosperity for everyone.
Implementing such a philosophy calls for respect for the people’s role in running the country and sensitivity to their yearning for a better life. It is the Party’s responsibility to ensure that development is for the people, by the people and benefiting the people.
Further reform and innovation are critical to addressing issues of quality and efficiency in development, so as to produce more and better material and public products to satisfy the people’s growing needs for a better life. It is essential to create an environment that encourages creativity and innovation, and helps individuals, including workers, entrepreneurs, innovators, and officials at all levels, to realize their full potential. It is imperative to continue to strengthen and improve China’s basic socialist economic and distribution system, especially income redistribution mechanisms, by means such as rationalizing the taxation regime, strengthening social security, and increasing government transfer payments. These and other related measures aim to better ensure social equity and justice, narrow the existing income gap, and have development gains shared more broadly and equitably.
以人民為中心的發(fā)展思想
人民是歷史的創(chuàng)造者，是決定黨和國家前途命運的根本力量。人民立場是中國共產(chǎn)黨的根本政治立場，是馬克思主義政黨區(qū)別于其他政黨的顯著標志。為人民謀幸福，是中國共產(chǎn)黨人的初心。帶領人民創(chuàng)造幸福生活，是中國共產(chǎn)黨始終不渝的奮斗目標。中共十九大報告指出，必須堅持以人民為中心的發(fā)展思想，不斷促進人的全面發(fā)展、全體人民共同富裕。以人民為中心的發(fā)展思想體現(xiàn)在經(jīng)濟社會發(fā)展各個環(huán)節(jié)。踐行以人民為中心的發(fā)展思想，必須堅持人民主體地位，順應人民群眾對美好生活的向往，不斷實現(xiàn)好、維護好、發(fā)展好最廣大人民根本利益，做到發(fā)展為了人民、發(fā)展依靠人民、發(fā)展成果由人民共享；通過深化改革、創(chuàng)新驅(qū)動，提高經(jīng)濟發(fā)展質(zhì)量和效益，生產(chǎn)出更多更好的物質(zhì)精神產(chǎn)品，不斷滿足人民日益增長的美好生活需要；全面調(diào)動人的積極性、主動性、創(chuàng)造性，為各行業(yè)各方面的勞動者、企業(yè)家、創(chuàng)新人才、各級干部創(chuàng)造發(fā)揮作用的舞臺和環(huán)境；堅持社會主義基本經(jīng)濟制度和分配制度，調(diào)整收入分配格局，完善以稅收、社會保障、轉(zhuǎn)移支付等為主要手段的再分配調(diào)節(jié)機制，維護社會公平正義，解決好收入差距問題，使發(fā)展成果更多更公平惠及全體人民。以人民為中心的發(fā)展思想，體現(xiàn)了中國共產(chǎn)黨全心全意為人民服務的根本宗旨，體現(xiàn)了人民是推動發(fā)展的根本力量的唯物史觀，體現(xiàn)了逐步實現(xiàn)共同富裕的目標要求，彰顯了人民至上的價值取向。
