In-Depth Reform in All Respects
The decision on issues concerning in-depth reform in all respects adopted by the 18th CPC Central Committee presents an overall plan of action, a timetable and a roadmap for reform initiatives to be implemented by 2020. The overall goal is to improve and develop the socialist system with Chinese characteristics and to modernize China’s governance system and capacity.
Reform must follow the fundamental political direction of upholding and developing socialism with Chinese characteristics. It entails breaking down all anachronistic barriers, whether ideological or institutional, and overcoming resistance from vested interests. It is crucial to draw upon useful international experience in China’s push to build a comprehensive, rational, rule-based, and effective framework that helps realize the full potential of our socialist system.
Reform should be problem-oriented, based on the rule of law, proceed in a systematic, integrated and coordinated way with effective interation between top-level design and grassroots action.
Reform will involve a wide range of areas, including economic, political, cultural, social, and environmental policies, national defense, the military, and efforts to build a more open society. Success will not materialize with the efforts of a few particular departments, but will hinge on the concerted efforts of all actors. The reform has no fixed timeframe; it is an on-going process that spans generations.
The purpose of the reform is, in summary, to unleash and develop productive forces, promote social equity and justice, and let the people more broadly and equitably share development gains.
全面深化改革
2013年11月召開的中共十八屆三中全會(huì)審議通過了《中共中央關(guān)于全面深化改革若干重大問題的決定》，對(duì)全面深化改革作出總部署、總動(dòng)員，勾畫了到2020年全面深化改革的時(shí)間表、路線圖。全面深化改革的總目標(biāo)是：完善和發(fā)展中國(guó)特色社會(huì)主義制度，推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化。全面深化改革要把握好堅(jiān)持和發(fā)展中國(guó)特色社會(huì)主義的根本政治方向，堅(jiān)決破除一切不合時(shí)宜的思想觀念和體制機(jī)制弊端，突破利益固化的藩籬，吸收人類文明有益成果，構(gòu)建系統(tǒng)完備、科學(xué)規(guī)范、運(yùn)行有效的制度體系，充分發(fā)揮社會(huì)主義制度優(yōu)越性。全面深化改革要堅(jiān)持以問題為導(dǎo)向，堅(jiān)持以法治思維和法治方式推進(jìn)，堅(jiān)持改革的系統(tǒng)性、整體性、協(xié)同性，堅(jiān)持頂層設(shè)計(jì)與基層探索的良性互動(dòng)。它不是推進(jìn)一個(gè)領(lǐng)域改革，也不是推進(jìn)幾個(gè)領(lǐng)域改革，而是涉及經(jīng)濟(jì)、政治、文化、社會(huì)、生態(tài)文明、國(guó)防和軍隊(duì)以及對(duì)外開放等所有領(lǐng)域改革；它不是單靠某一個(gè)或某幾個(gè)部門，而是需要協(xié)調(diào)各方；它不是階段性任務(wù)，而是需要一代又一代人接力干下去。中國(guó)共產(chǎn)黨推進(jìn)全面深化改革的根本目的，就是要解放和發(fā)展社會(huì)生產(chǎn)力，促進(jìn)社會(huì)公平正義，讓改革發(fā)展成果更多更公平惠及全體人民。
