The Goal of Building a Moderately Prosperous Society in All Respects
On the basis of the goal, set at the 16th and 17th CPC national congresses, of building a moderately prosperous society in all respects, the 18th National Congress of the CPC called for completing this process by the year 2020.
This goal is identified in the 13th Five-year Plan as specific targets for economic and social development in the following areas, by 2020:
? deeper reform to enhance quality and efficiency of development;
? medium-high economic growth, medium-high-end industrial development, and doubling China’s 2010 GDP and per capita income;
? extensive improvement of living standards, completing renovation of run-down urban areas, lifting all rural residents living below the current poverty line out of poverty and eliminating poverty in all poor counties and regions;
? substantial improvement of people’s cultural level and ethical standards, with a public cultural service system in place;
? overall enhancement of the quality of the environment, and developing eco-friendly growth models and ways of life; and
? enhancement of the national governance system and capacity, and well-established systems and structures fully functioning in different areas.
全面建成小康社會(huì)新的目標(biāo)要求
在中共十六大、十七大確立的全面建設(shè)小康社會(huì)目標(biāo)的基礎(chǔ)上，中共十八大提出了到2020年全面建成小康社會(huì)的宏偉目標(biāo)。“十三五”規(guī)劃進(jìn)一步明確了全面建成小康社會(huì)新的目標(biāo)要求，具體包括：堅(jiān)持發(fā)展是第一要?jiǎng)?wù)，以提高發(fā)展質(zhì)量和效益為中心，全面深化改革；經(jīng)濟(jì)保持中高速增長、產(chǎn)業(yè)邁向中高端水平，實(shí)現(xiàn)到2020年國內(nèi)生產(chǎn)總值和城鄉(xiāng)居民人均收入比2010年翻一番；人民生活水平和質(zhì)量普遍提高，“十三五”期間基本完成棚戶區(qū)改造任務(wù)，到2020年現(xiàn)行標(biāo)準(zhǔn)下的貧困人口實(shí)現(xiàn)脫貧，貧困縣全部摘帽，解決區(qū)域性整體貧困；人民文明素質(zhì)和社會(huì)文明程度顯著提高，到2020年基本建成公共文化服務(wù)體系；生態(tài)環(huán)境質(zhì)量總體改善，推動(dòng)形成綠色發(fā)展方式和生活方式；依靠改革開放推動(dòng)制度改革，到2020年使國家治理體系和治理能力現(xiàn)代化取得重大進(jìn)展，各領(lǐng)域基礎(chǔ)性制度體系基本形成，各方面制度更加成熟更加定型。
