Improving the Party's Organizational Structures
Improving the Party’s organizational structures is an important component of Party building. It encompasses development and improvement of rules and regulations, improvement of institutional arrangements, leadership development, membership development, and improvement of the system of democratic centralism. Enhancing the Party’s organizational structures has always been important to accomplishing the Party’s political tasks during different historical periods. Party officials are a central pillar of strength for the Party and the country.
The report to the 19th CPC National Congress emphasized the need for the Party’s supervision over its officials, and for development of a set of standards that ensure selection of officials on the basis of integrity, competence, dedication to service, and honesty regardless of where they are from, so as to build a team of high-caliber public servants.
It is critical to ensure the Party’s leadership role in talent management. No effort will be spared to attract talent from far and near and make China a talent-strong country.
The Party relies on its organizations at local levels to ensure effective implementation of its objectives. It is therefore important to strengthen these organizations.
The report to the 19th CPC National Congress underlined the pivotal role of local-level Party organizations in communicating the Party’s messages, implementing its decisions, overseeing community-level social governance, and mobilizing the people in a joint effort to pursue reform and development.
Membership development is an important aspect of enhancing the Party’s organizational structures, and provides a basis for other Party development activities, as membership is what constitutes the fabric of the Party. Membership development and related educational outreach is a fundamental work for Party building.
黨的組織建設(shè)
黨的組織建設(shè)是黨的建設(shè)主要內(nèi)容之一，包括黨的組織制度建設(shè)、組織體系建設(shè)、干部隊(duì)伍建設(shè)、黨員隊(duì)伍建設(shè)和民主集中制建設(shè)等內(nèi)容。黨要實(shí)現(xiàn)各個(gè)歷史時(shí)期的政治任務(wù)，必須始終把加強(qiáng)黨的組織建設(shè)擺在突出位置。黨的干部是黨和國(guó)家事業(yè)的中堅(jiān)力量，干部隊(duì)伍建設(shè)在黨的組織建設(shè)中居于核心地位。中共十九大報(bào)告指出，堅(jiān)持黨管干部原則，堅(jiān)持德才兼?zhèn)洹⒁缘聻橄龋瑘?jiān)持五湖四海、任人唯賢，堅(jiān)持事業(yè)為先、公道正派，把好干部標(biāo)準(zhǔn)落到實(shí)處，建設(shè)高素質(zhì)專業(yè)化干部隊(duì)伍。同時(shí)，堅(jiān)持黨管人才原則，聚天下英才而用之，加快建設(shè)人才強(qiáng)國(guó)。黨的基層組織是黨的全部工作和戰(zhàn)斗力的基礎(chǔ)，基層組織建設(shè)是黨的組織建設(shè)的基礎(chǔ)性工作。中共十九大報(bào)告強(qiáng)調(diào)，把基層黨組織建設(shè)成為宣傳黨的主張、貫徹黨的決定、領(lǐng)導(dǎo)基層治理、團(tuán)結(jié)動(dòng)員群眾、推動(dòng)改革發(fā)展的堅(jiān)強(qiáng)戰(zhàn)斗堡壘。黨員隊(duì)伍建設(shè)是黨的組織建設(shè)的重要內(nèi)容。黨員是黨肌體的組成細(xì)胞和黨開展活動(dòng)的主體，以黨員發(fā)展教育管理等工作為主體的黨員隊(duì)伍建設(shè)，是黨的建設(shè)基礎(chǔ)工程。
