Special Education Program of the Three Stricts and Three Earnests
The Three Stricts and Three Earnests were expectations of leading officials at all levels set by Xi Jinping. They call upon officials to be strict with themselves in self-cultivation, the exercise of power and self-discipline; and to be earnestin making plans,opening up new undertakings and upholding personal integrity. On April 19, 2015, the General Office of the CPC Central Committee issued the “Program for Educating Leading Officials at the County Level and Above on the Three Stricts and Three Earnests,” and made plans for its implementation in 2015.
Strict in self-cultivation means enhancing Party members’ awareness of the Party’s expectations, firmly supporting their ideals and beliefs, promoting their ethical standards, pursuing noble values, self-consciously avoiding vulgarity, and consciously resisting unhealthy practices and negative influences.
Strict in the exercise of power means always using power to serve the people, always exercising power according to rules and institutional procedures, keeping the power within the confines of an institutional cage, and never seeking special privileges or using it for personal gain.
Strict in self-discipline means holding in awe and veneration, being diligent in self-examination and strictly abiding by Party discipline and state laws.
Earnest in making plans means basing plans on reality, so that ideas, policies and programs are appropriate to actual conditions, accord with objective laws and the scientific spirit, and are neither overly ambitious nor detached from reality.
Earnest in opening up new undertakings means being firmly grounded, taking real action, daring to be held accountable, confronting problems directly, being adept at solving them, and striving to produce results that are workable, acceptable to the people and can stand the test of time.
Earnest inupholding personal integritymeans being an honest person who speaks and acts honestly.
This special education program improved the political environment, fostered a more intense atmosphere of strict Party self-governance, and better leveraged the role of leading officials.
“三嚴(yán)三實(shí)”專(zhuān)題教育
“三嚴(yán)三實(shí)”是習(xí)近平對(duì)各級(jí)領(lǐng)導(dǎo)干部改進(jìn)作風(fēng)提出的要求，即嚴(yán)以修身、嚴(yán)以用權(quán)、嚴(yán)以律己，謀事要實(shí)、創(chuàng)業(yè)要實(shí)、做人要實(shí)。2015年4月19日，中共中央辦公廳印發(fā)了《關(guān)于在縣處級(jí)以上領(lǐng)導(dǎo)干部中開(kāi)展“三嚴(yán)三實(shí)”專(zhuān)題教育方案》，對(duì)2015年在縣處級(jí)以上領(lǐng)導(dǎo)干部中開(kāi)展“三嚴(yán)三實(shí)”專(zhuān)題教育作出安排。嚴(yán)以修身，就是要加強(qiáng)黨性修養(yǎng)，堅(jiān)定理想信念，提升道德境界，追求高尚情操，自覺(jué)遠(yuǎn)離低級(jí)趣味、自覺(jué)抵制歪風(fēng)邪氣。嚴(yán)以用權(quán)，就是要堅(jiān)持用權(quán)為民，按規(guī)則、按制度行使權(quán)力，把權(quán)力關(guān)進(jìn)制度的籠子里，任何時(shí)候都不搞特權(quán)、不以權(quán)謀私。嚴(yán)以律己，就是要心存敬畏、勤于自省，遵守黨紀(jì)國(guó)法。謀事要實(shí)，就是要從實(shí)際出發(fā)謀劃事業(yè)和工作，使點(diǎn)子、政策、方案符合實(shí)際情況、符合客觀規(guī)律、符合科學(xué)精神，不好高騖遠(yuǎn)，不脫離實(shí)際。創(chuàng)業(yè)要實(shí)，就是要腳踏實(shí)地、真抓實(shí)干，敢于擔(dān)當(dāng)責(zé)任，勇于直面矛盾，善于解決問(wèn)題，努力創(chuàng)造經(jīng)得起實(shí)踐、人民、歷史檢驗(yàn)的實(shí)績(jī)。做人要實(shí)，就是要做老實(shí)人、說(shuō)老實(shí)話、干老實(shí)事。通過(guò)專(zhuān)題教育，推動(dòng)了政治生態(tài)改善，使全面從嚴(yán)治黨的氛圍更加濃厚、領(lǐng)導(dǎo)干部的標(biāo)桿作用更加明顯。
