“Two Studies and One Action” Education Campaign
In February 2016, the General Office of the CPC Central Committee decided to start a campaign to educate all Party members in the “Two Studies and One Action.” Party members were required to “study the Party Constitution and rules, and speeches of Xi Jinping, and become qualified Party members.”
The basic requirement was that Party members respect the Party Constitution and obey its rules, and that the entire Party takes its essential task to be drawing inner strength from Xi Jinping’s most important speeches. In stressing that “the prerequisite is study, and the key is action,” it focused on resolving some of the major ideological, organizational, behavioral and disciplinary problems among Party members.
In March 2017, the General Office distributed its Opinion on Institutionalizing Education on the “Two Studies and One Action.” It will target the “key few” officials at important positions and extend this work to the grassroots, while continuing to comprehensively promote strict Party self-governance, and make the “Two Studies and One Action” part of the basic education of Party members. Promoting such education is an important part of the plan to strengthen Party ideology, an important way for the Party to reinforce internal Party education for its members, and an important measure for extending comprehensive strict Party self-governance down to the grassroots.
“兩學(xué)一做”學(xué)習(xí)教育
2016年2月，中共中央辦公廳印發(fā)了《關(guān)于在全體黨員中開(kāi)展“學(xué)黨章黨規(guī)、學(xué)系列講話，做合格黨員”學(xué)習(xí)教育方案》，決定在全體黨員中開(kāi)展“兩學(xué)一做”學(xué)習(xí)教育，以“學(xué)黨章黨規(guī)、學(xué)系列講話，做合格黨員”為主要內(nèi)容，以尊崇黨章、遵守黨規(guī)為基本要求，以用習(xí)近平系列重要講話精神武裝全黨為根本任務(wù)，強(qiáng)調(diào)“基礎(chǔ)在學(xué)、關(guān)鍵在做”，著力解決黨員隊(duì)伍在思想、組織、作風(fēng)、紀(jì)律等方面存在的突出問(wèn)題。2017年3月，中辦印發(fā)《關(guān)于推進(jìn)“兩學(xué)一做”學(xué)習(xí)教育常態(tài)化制度化的意見(jiàn)》，持續(xù)推動(dòng)全面從嚴(yán)治黨突出“關(guān)鍵少數(shù)”并向基層延伸，使“兩學(xué)一做”成為黨員教育的基本內(nèi)容。開(kāi)展“兩學(xué)一做”學(xué)習(xí)教育，是加強(qiáng)中國(guó)共產(chǎn)黨思想政治建設(shè)的一項(xiàng)重大部署，是面向全體黨員深化黨內(nèi)教育的重要實(shí)踐，是推動(dòng)全面從嚴(yán)治黨向基層延伸的重要舉措。
