Strengthening Governance Ability
The report to the 19th CPC National Congress pointed out that to lead a large socialist country of more than 1.3 billion people toward prosperity, the CPC must demonstrate political strength and competence, which will be further tested as it promotes the great cause of socialism with Chinese characteristics for a new era.
Improving governance ability requires:
? embracing continuous learning, and building a Marxist party that values learning and a country that encourages learning;
? sharpening leadership skills, and developing and implementing guidelines and policies to ensure the Party’s role of leadership and coordination in all areas;
? promoting reform and innovation, including applying innovation outcomes to practical projects and expanding the use of the internet and information technology;
? promoting evidence-based development to break new ground in development efforts by applying new thinking;
? enhancing rule-based governance, developing and improving the Party’s rules and regulations, and strengthening leadership by the Party over government bodies;
? making greater efforts to engage with the people through innovative mechanisms, and promoting political consciousness among civil society actors, so that they will be in a better position to play their role as progressive organizations, and better represent the people;
? improving effectiveness in implementing programs and projects, by combining speed with perseverance and meticulousness; and
? managing risks, by improving risk prevention and control mechanisms, and tackling challenges head-on.
全面增強(qiáng)執(zhí)政本領(lǐng)
中共十九大報(bào)告中指出，領(lǐng)導(dǎo)13億多人的社會(huì)主義大國(guó)，既需政治過(guò)硬，也要本領(lǐng)高強(qiáng)。這是中國(guó)共產(chǎn)黨站在新時(shí)代推進(jìn)中國(guó)特色社會(huì)主義偉大事業(yè)的高度，對(duì)提高黨的政治能力和領(lǐng)導(dǎo)水平提出的新要求。全面增強(qiáng)執(zhí)政本領(lǐng)的舉措包括：增強(qiáng)學(xué)習(xí)本領(lǐng)，建設(shè)馬克思主義學(xué)習(xí)型政黨，推動(dòng)建設(shè)學(xué)習(xí)大國(guó)；增強(qiáng)政治領(lǐng)導(dǎo)本領(lǐng)，科學(xué)制定和堅(jiān)決執(zhí)行黨的路線方針政策，把黨總攬全局、協(xié)調(diào)各方落到實(shí)處；增強(qiáng)改革創(chuàng)新本領(lǐng)，善于結(jié)合實(shí)際創(chuàng)造性推動(dòng)工作，善于運(yùn)用互聯(lián)網(wǎng)技術(shù)和信息化手段開(kāi)展工作；增強(qiáng)科學(xué)發(fā)展本領(lǐng)，善于貫徹新發(fā)展理念，不斷開(kāi)創(chuàng)發(fā)展新局面；增強(qiáng)依法執(zhí)政本領(lǐng)，加快形成黨內(nèi)法規(guī)制度體系，加強(qiáng)和改善對(duì)國(guó)家政權(quán)機(jī)關(guān)的領(lǐng)導(dǎo)；增強(qiáng)群眾工作本領(lǐng)，創(chuàng)新群眾工作體制機(jī)制和方式方法，推動(dòng)群團(tuán)組織增強(qiáng)政治性、先進(jìn)性、群眾性；增強(qiáng)狠抓落實(shí)本領(lǐng)，堅(jiān)持雷厲風(fēng)行和久久為功相結(jié)合，以釘釘子精神做實(shí)做細(xì)做好各項(xiàng)工作；增強(qiáng)駕馭風(fēng)險(xiǎn)本領(lǐng)，健全風(fēng)險(xiǎn)防控機(jī)制，勇于戰(zhàn)勝前進(jìn)道路上的各種艱難險(xiǎn)阻。
