Making China a Country of Innovators
Innovation is the primary driving force behind development; it is the strategic underpinning for building a modernized economy.
Since the 18th CPC National Congress, China has made remarkable progress in implementing its strategy for innovation-driven development, raising the contribution of science and technology to economic growth from 52.2 percent in 2012 to 57.5 percent in 2017, and boosting a structural shift and industrial upgrading.
The report to the 19th CPC National Congress emphasized that China should aim for the frontiers of science and technology, strengthen basic research, and make major breakthroughs in pioneering basic research and groundbreaking and original innovations. China will strengthen basic research in applied sciences, launch major national science and technology projects, and prioritize innovation in key generic technologies, cutting-edge frontier technologies, modern engineering technologies, and disruptive technologies. These efforts will provide powerful support for building China’s strength in science and technology, product quality, aerospace, cyberspace, and transportation; and for building a digital China and a smart society.
China will improve its national innovation system and boost its strategic scientific and technological strength. It will further reform the management system for science and technology, and develop a market-oriented system for technological innovation in which enterprises are the main players and synergy is created through the joint efforts of enterprises, universities, and research institutes. It will support innovation by small and medium-sized enterprises and encourage the application of advances in science and technology.
China will foster a culture of innovation, and strengthen the creation, protection, and application of intellectual property. It should cultivate a large number of world-class scientists and technologists in strategically important fields, scientific and technological leaders, and young scientists and engineers, as well as high-performing innovation teams.

創(chuàng)新是引領發(fā)展的第一動力,是建設現代化經濟體系的戰(zhàn)略支撐。中共十八大以來,中國在實施創(chuàng)新驅動發(fā)展戰(zhàn)略上取得顯著成就,科技進步對經濟增長的貢獻率從2012年的52.2%提高到2017年的57.5%,有力推動了產業(yè)轉型升級。為加快創(chuàng)新型國家建設,中共十九大報告強調,瞄準世界科技前沿,強化基礎研究,實現前瞻性基礎研究、引領性原創(chuàng)成果重大突破;加強應用基礎研究,拓展實施國家重大科技項目,突出關鍵共性技術、前沿引領技術、現代工程技術、顛覆性技術創(chuàng)新,為建設科技強國、質量強國、航天強國、網絡強國、交通強國、數字中國、智慧社會提供有力支撐;加強國家創(chuàng)新體系建設,強化戰(zhàn)略科技力量;深化科技體制改革,建立以企業(yè)為主體、市場為導向、產學研深度融合的技術創(chuàng)新體系;加強對中小企業(yè)創(chuàng)新的支持,促進科技成果轉化;倡導創(chuàng)新文化,強化知識產權創(chuàng)造、保護、運用;培養(yǎng)造就一大批具有國際水平的戰(zhàn)略科技人才、科技領軍人才、青年科技人才和高水平創(chuàng)新團隊。
