Issues Relating to Agriculture, Rural Areas and the Wellbeing of Farmers
Issues relating to agriculture, rural areas and the wellbeing of farmers are fundamental to China as they directly concern the country’s stability and the people’s wellbeing. Addressing these issues has a central place on the work agenda of the CPC.
To this end, there will be more policy support to reinforce agriculture, benefit farmers and make rural areas prosperous. Sound systems, mechanisms and policies will be put in place for promoting integrated urban-rural development, so as to build rural areas with thriving businesses, pleasant living environments, social etiquette and civility, effective governance and prosperity.
In order to provide powerful driving force for the development of agriculture and rural areas, efforts will be made to:
?implement further comprehensive reform in rural areas;
?consolidate and improve the basic rural operation system;
?make progress in determining, registering and certifying contract rights for contracted rural land and improve the system for separating the land ownership rights, contract rights and management rights;
?safeguard the property rights and interests of farmers;
?improve the systems for supporting and protecting agriculture;
?improve the rural governance model;
?reform the distribution system for agricultural produces;
?move forward agricultural supply-side structural reform; and
?pursue the rural revitalization strategy ;
In recent years, China has given priority to agriculture and rural areas, and focused on agricultural development, especially grain production. Grain output reached 657.9 billion kilograms, exceeding 600 billion kilograms for the seventh year. There are adequate supplies of grain, edible oil, sugar, meat, egg, poultry, fruit, vegetables and tea, and the proportion of green agricultural products keeps increasing.
There are more than 15 million new-type skilled farmers, accounting for 75 percent of rural personnel with practical skills. Of these, more than 1 million were trained in 2018. Improving rural living environments and advancing reform of the rural land system will be the next tasks for China to fulfill in the rural areas.
“三農(nóng)”問題
農(nóng)業(yè)農(nóng)村農(nóng)民問題是關系國計民生的根本性問題，中國共產(chǎn)黨始終把解決好“三農(nóng)”問題作為全黨工作的重中之重。具體而言，就是持續(xù)加大強農(nóng)惠農(nóng)富農(nóng)政策力度，按照產(chǎn)業(yè)興旺、生態(tài)宜居、鄉(xiāng)風文明、治理有效、生活富裕的總要求，建立健全城鄉(xiāng)融合發(fā)展體制機制和政策體系；全面深化農(nóng)村改革，鞏固完善農(nóng)村基本經(jīng)營制度，積極推進承包地確權登記頒證和“三權分置”改革，保障農(nóng)民財產(chǎn)權益，完善農(nóng)業(yè)支持保護制度；推進鄉(xiāng)村治理體系和農(nóng)產(chǎn)品流通體制改革，以農(nóng)業(yè)供給側結構性改革為主線，推進鄉(xiāng)村振興戰(zhàn)略，為農(nóng)業(yè)農(nóng)村發(fā)展提供了不竭的強大動力。近年來，中國堅持農(nóng)業(yè)農(nóng)村優(yōu)先發(fā)展，切實抓好農(nóng)業(yè)特別是糧食生產(chǎn)，2018年糧食產(chǎn)量達到13158億斤，連續(xù)7年站穩(wěn)在1．2萬億斤以上；棉油糖、肉蛋奶、果菜茶等主要農(nóng)產(chǎn)品供給充足，優(yōu)質(zhì)綠色農(nóng)產(chǎn)品比重上升。目前，全國新型職業(yè)農(nóng)民總量已達到1500萬人，占農(nóng)村實用人才的75％，其中，僅2018年就培育職業(yè)農(nóng)民超過100萬人，不斷壯大了現(xiàn)代農(nóng)業(yè)的“主力軍”。解決“三農(nóng)”問題的下一步工作重點是，改善農(nóng)村人居環(huán)境，深化農(nóng)村土地制度改革。
