The Xiong'an New Area
The Xiong'an New Area is a national-level development zone established on April 1, 2017, by a decision of the CPC Central Committee and the State Council. The New Area includes Xiongxian County, Rongcheng County and Anxin County in Hebei Province, and some areas adjacent to the three counties. The decision is one of historic significance, which puts Xiong’an alongside Shenzhen Special Economic Zone and Shanghai Pudong New District as the third new district with nationwide influence. It is an important event for the nation and a grand plan for the long-term development of the country. Emphasis will be placed on the following seven areas as the New Area is being built:
? to build a green, modern and smart world-class city;
? to build an eco-friendly city with lush landscape with grass, trees and water;
? to develop high-end and high-tech industries with all the necessary inputs and resources for innovation to create new growth drivers;
? to provide high-quality public services and build excellent city facilities to create a new model for urban management;
? to build a green public transit system with rapid and efficient transportation;
? to promote structural and institutional reforms that will allow the market to play a decisive role in the allocation of resources and for the government to play its role as a catalyst to market activities; and
? to open up to the outside world on all fronts, with expanded areas of openness and new initiatives for cooperation with other countries.
Establishing the Xiong’an New Area is a move of immediate and far-reaching significance as it will help relocate non-essential functions from Beijing, the nation’s capital, to neighboring locations, and explore a new model of optimized and coordinated development in a region with a dense population. It will help adjust the economic structure and rationalize space utilization to create a new engine for innovation-driven development.
雄安新區(qū)
雄安新區(qū)是中共中央、國務(wù)院于2017年4月1日正式批準(zhǔn)設(shè)立的國家級新區(qū)，涉及河北省雄縣、容城、安新3縣及周邊部分區(qū)域。雄安新區(qū)，是中央作出的一項(xiàng)重大的歷史性戰(zhàn)略選擇，是繼深圳經(jīng)濟(jì)特區(qū)和上海浦東新區(qū)之后又一具有全國意義的新區(qū)，是千年大計(jì)、國家大事。雄安新區(qū)建設(shè)將突出七個方面的重點(diǎn)任務(wù)：一是建設(shè)綠色智慧新城，建成國際一流、綠色、現(xiàn)代、智慧城市。二是打造優(yōu)美生態(tài)環(huán)境，構(gòu)建藍(lán)綠交織、清新明亮、水城共融的生態(tài)城市。三是發(fā)展高端高新產(chǎn)業(yè)，積極吸納和集聚創(chuàng)新要素資源，培育新動能。四是提供優(yōu)質(zhì)公共服務(wù)，建設(shè)優(yōu)質(zhì)公共設(shè)施，創(chuàng)建城市管理新樣板。五是構(gòu)建快捷高效交通網(wǎng)，打造綠色交通體系。六是推進(jìn)體制機(jī)制改革，發(fā)揮市場在資源配置中的決定性作用和更好發(fā)揮政府作用，激發(fā)市場活力。七是擴(kuò)大全方位對外開放，打造擴(kuò)大開放新高地和對外合作新平臺。雄安新區(qū)的設(shè)立，對于集中疏解北京非首都功能，探索人口經(jīng)濟(jì)密集地區(qū)優(yōu)化開發(fā)新模式，調(diào)整優(yōu)化京津冀城市布局和空間結(jié)構(gòu)，培育創(chuàng)新驅(qū)動發(fā)展新引擎，具有重大現(xiàn)實(shí)意義和深遠(yuǎn)歷史意義。
