Intra-Party Democracy
Intra-Party democracy involves CPC members participating in the decision-making and management of Party affairs on an equal footing and in accordance with the Constitution of the CPC and other Party regulations. Intra-Party democracy is exercised through democratic election, decision making, management and supervision. This is guaranteed by the systems of Party congress, collective leadership, intra-Party election, intra-Party supervision, and the system that protects Party members’ democratic rights.
Intra-Party democracy is determined by the nature, mission and world view of the CPC. The CPC is the ruling party in China; the exercise of democracy overall in society is influenced to a large extent by how the CPC ensures intra-Party democracy, and intra-Party political activities to a large extent influence the political activities of the whole country.
The 18th Central Committee of the CPC deliberated over and approved the Code of Conduct for Intra-Party Political Life under New Circumstances at its sixth plenary session in November 2016. The Code of Conduct stipulates that democracy in the Party is the lifeline of the Party and provides an important foundation for active and healthy intra-Party political activity; that the democratic rights of Party members must be guaranteed, and their rights to be informed, to participate, to vote, and to oversee Party affairs must be ensured; and that the democratic principles and procedures laid out in the Constitution and other regulations of the Party must be followed regarding intra-Party decision-making and execution, supervision, and other work of the Party. No Party organization or individual shall be permitted to suppress or undermine democracy in the Party.
Xi Jinping requires that the Political Bureau of the CPC Central Committee must take the lead in exercising intra-Party democracy, creating a positive environment for democratic discussion, encouraging people to tell the truth and speak to their mind, and be adept at taking democratic approaches to making decisions, coordinating various relations, solving problems, and making progress in relevant work.
黨內(nèi)民主
黨內(nèi)民主是指在中國(guó)共產(chǎn)黨黨內(nèi)生活中，黨員根據(jù)黨章和黨的其他規(guī)定，在平等的基礎(chǔ)上，按照有關(guān)程序和形式，對(duì)黨的事務(wù)參與、決策與管理。黨內(nèi)民主包括民主選舉、民主決策、民主管理、民主監(jiān)督等，黨內(nèi)民主制度包括黨的代表大會(huì)制度、集體領(lǐng)導(dǎo)制度、黨內(nèi)選舉制度、維護(hù)黨員民主權(quán)利制度、黨內(nèi)監(jiān)督制度等形式。黨內(nèi)民主是由黨的性質(zhì)、黨的宗旨和黨的世界觀決定的。中國(guó)共產(chǎn)黨是執(zhí)政黨，黨內(nèi)民主的狀況很大程度上決定著整個(gè)社會(huì)民主乃至人民民主的狀況，黨內(nèi)政治生活的狀況很大程度上決定著社會(huì)政治生活乃至國(guó)家政治生活的狀況。2016年11月中共十八屆六中全會(huì)審議通過(guò)的《關(guān)于新形勢(shì)下黨內(nèi)政治生活的若干準(zhǔn)則》指出：黨內(nèi)民主是黨的生命，是黨內(nèi)政治生活積極健康的重要基礎(chǔ)；保障黨員民主權(quán)利，落實(shí)黨員的知情權(quán)、參與權(quán)、選舉權(quán)和監(jiān)督權(quán)；黨內(nèi)決策、執(zhí)行、監(jiān)督等工作必須執(zhí)行黨章黨規(guī)確定的民主原則和程序，任何黨組織和個(gè)人都不得壓制黨內(nèi)民主、破壞黨內(nèi)民主。習(xí)近平要求，中央政治局帶頭發(fā)揚(yáng)黨內(nèi)民主，積極營(yíng)造民主討論的良好氛圍，鼓勵(lì)講真話、講實(shí)話、講心里話，善于運(yùn)用民主的辦法科學(xué)決策、協(xié)調(diào)關(guān)系、化解矛盾、推動(dòng)工作。
