Protection Against Pollution
Pollution not only hinders development, but also erodes wellbeing and tends to thwart China’s efforts to realize the goal of building a moderately prosperous society. It has become a bottleneck issue that threatens to undercut our mission.
At a workshop for provincial officials in July 2017, Xi Jinping affirmed the importance of addressing areas of weakness, especially conflict prevention and resolution, implementation of targeted anti-poverty measures, and protection against pollution.
The report to the 19th CPC National Congress called for a participatory approach to pollution reduction that tackles pollution at its source and encourages on-going efforts to prevent and control air pollution to make our skies blue again. Other measures are also indispensable, including prevention and control of water pollution, integrated river basin management and offshore resource management, soil pollution control and contaminated soil restoration, agricultural non-point pollution prevention and control, improvement of the rural living environment, and treatment of solid waste and garbage.
Stricter pollutant discharge standards will be enforced, and polluters will be held accountable. Other measures include credibility assessment for environmental protection, mandatory disclosure of environmental information, and punishment for violations of environmental laws and regulations. Also essential is building an environmental governance system, led by the government, with the business sector assuming main responsibility for reducing its environmental footprint, and with active participation of civil society actors and the public. We remain committed to global environmental governance, and our resolve to pursue emissions reduction is unshaken.
污染防治攻堅(jiān)戰(zhàn)
污染問題既是發(fā)展問題，又是民生問題，關(guān)系到全面建成小康社會的成效。污染防治，是制約中國全面建成小康社會的重點(diǎn)難點(diǎn)問題。2017年7月，習(xí)近平在省部級主要領(lǐng)導(dǎo)干部專題研討班上提出，突出抓重點(diǎn)、補(bǔ)短板、強(qiáng)弱項(xiàng)，特別是要堅(jiān)決打好防范化解重大風(fēng)險、精準(zhǔn)扶貧、污染防治的攻堅(jiān)戰(zhàn)。中共十九大報告要求，堅(jiān)持全民共治、源頭防治，持續(xù)實(shí)施大氣污染防治行動，打贏藍(lán)天保衛(wèi)戰(zhàn)。加快水污染防治，實(shí)施流域環(huán)境和近岸海域綜合治理。強(qiáng)化土壤污染管控和修復(fù)，加強(qiáng)農(nóng)業(yè)面源污染防治，開展農(nóng)村人居環(huán)境整治行動。加強(qiáng)固體廢棄物和垃圾處置。提高污染排放標(biāo)準(zhǔn)，強(qiáng)化排污者責(zé)任，健全環(huán)保信用評價、信息強(qiáng)制性披露、嚴(yán)懲重罰等制度。構(gòu)建政府為主導(dǎo)、企業(yè)為主體、社會組織和公眾共同參與的環(huán)境治理體系。積極參與全球環(huán)境治理，落實(shí)減排承諾。
