Modernization of National Defense and the Military
As stated in the report to the 19th CPC National Congress, we have now reached a new starting point in our efforts to strengthen national defense and the armed forces. Profound changes in the national security landscape lead to new imperatives for building a strong country with a strong military. Guided by the Party’s vision for strengthening the military for a new era, we must adapt our military strategy to new conditions, and build powerful, modern armed forces, including the army, the navy, the air force, the missile forces, and the strategic support forces. It is essential to develop an efficient joint operational command chain for theater commands, as part of the effort to build our modern warfare capabilities with Chinese characteristics to meet new challenges in the new era and to accomplish the mission entrusted by the Party and the people.
Modernization of national defense and the military will be accomplished in three stages. By the year 2020, mechanization will be basically achieved, with significantly expanded use of information technology and significantly upgraded strategic capabilities. The process will proceed in lockstep with our country’s modernization drive, and cover all aspects of our defense needs including military theory, organizational structures, service personnel training and combat readiness, and weaponry. By 2035, defense modernization will be basically completed. By the mid-21st century, the armed forces will be transformed into a world-class fighting force.
國(guó)防和軍隊(duì)現(xiàn)代化
中共十九大報(bào)告提出，中國(guó)的國(guó)防和軍隊(duì)建設(shè)正站在新的歷史起點(diǎn)上。面對(duì)國(guó)家安全環(huán)境的深刻變化，面對(duì)強(qiáng)國(guó)強(qiáng)軍的時(shí)代要求，必須全面貫徹新時(shí)代黨的強(qiáng)軍思想，貫徹新形勢(shì)下軍事戰(zhàn)略方針，建設(shè)強(qiáng)大的現(xiàn)代化陸軍、海軍、空軍、火箭軍和戰(zhàn)略支援部隊(duì)，打造堅(jiān)強(qiáng)高效的戰(zhàn)區(qū)聯(lián)合作戰(zhàn)指揮機(jī)構(gòu)，構(gòu)建中國(guó)特色現(xiàn)代作戰(zhàn)體系，擔(dān)當(dāng)起黨和人民賦予的新時(shí)代使命任務(wù)。國(guó)防和軍隊(duì)建設(shè)的階段性目標(biāo)是：確保到2020年基本實(shí)現(xiàn)機(jī)械化，信息化建設(shè)取得重大進(jìn)展，戰(zhàn)略能力有大的提升。同國(guó)家現(xiàn)代化進(jìn)程相一致，全面推進(jìn)軍事理論現(xiàn)代化、軍隊(duì)組織形態(tài)現(xiàn)代化、軍事人員現(xiàn)代化、武器裝備現(xiàn)代化，力爭(zhēng)到2035年基本實(shí)現(xiàn)國(guó)防和軍隊(duì)現(xiàn)代化，到本世紀(jì)中葉把人民軍隊(duì)全面建成世界一流軍隊(duì)。
