The Party's Vision for Building a Strong Military for a New Era
Efforts to build strong armed forces need to be guided by a forward-looking vision, and proceed on a solid theoretical basis. Since the Party’s 18th National Congress, Xi Jinping as the leader of the Party and commander-in-chief of the armed forces has proposed a series of major policy decisions as part of an overall strategy for building a strong military for a new era. He has in particular laid out our Party’s vision that guides us on a new journey to remake our military, an unprecedented effort of historic significance that will propel our military to further greatness.
The report to the 19th CPC National Congress underlines the importance of this vision to the efforts to strengthen our defense capability. The vision calls for:
? affirming the leadership role of the Party in building a strong, well-disciplined military able to fight and win major wars;
? keeping a strategic focus on combat capability and readiness, innovative measures, institutional strengthening, development of a more efficient, integrated command structure, and military-civilian integration;
? staying true to the founding mission of the people’s armed forces;
? implementing further reform;
? promoting scientific and technological innovation to upgrade our fighting power;
? enhancing rule-based governance of the military;
? staying focused on what the military is supposed to do without being distracted; and
? implementing an effective talent strategy.
This vision is an important component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It answers the basic questions about under whose command our people’s armed forces should be, how the Party’s leadership role – which is the soul of the military – can be strengthened, why we have to build a strong military and how we can achieve this goal, and what we should be prepared for and how we can strengthen combat capability. It enriches our Party’s guiding principles for governance of the military, and guides us toward new horizons.
新時(shí)代黨的強(qiáng)軍思想
建設(shè)一支強(qiáng)大的人民軍隊(duì)，必須有先進(jìn)思想引領(lǐng)、科學(xué)理論指導(dǎo)。中共十八大以來，習(xí)近平作為黨的領(lǐng)袖、軍隊(duì)統(tǒng)帥，著眼實(shí)現(xiàn)中國(guó)夢(mèng)強(qiáng)軍夢(mèng)，作出一系列重大決策部署，創(chuàng)立了新時(shí)代黨的強(qiáng)軍思想，引領(lǐng)軍隊(duì)開啟強(qiáng)軍興軍新征程，推動(dòng)軍隊(duì)面貌發(fā)生前所未有的歷史性變化。中共十九大報(bào)告明確提出，確立新時(shí)代黨的強(qiáng)軍思想在國(guó)防和軍隊(duì)建設(shè)中的指導(dǎo)地位。這一思想主要包含以下內(nèi)容：一是“建設(shè)一支聽黨指揮、能打勝仗、作風(fēng)優(yōu)良的人民軍隊(duì)”的強(qiáng)軍目標(biāo)；二是更加注重聚焦實(shí)戰(zhàn)，更加注重創(chuàng)新驅(qū)動(dòng)，更加注重體系建設(shè)，更加注重集約高效，更加注重軍民融合等“五個(gè)更加注重”戰(zhàn)略指導(dǎo)；三是永葆人民軍隊(duì)的本色初心；四是向深化國(guó)防和軍隊(duì)改革要?jiǎng)恿Γ晃迨菆?jiān)持向科技創(chuàng)新要戰(zhàn)斗力；六是全面提升國(guó)防和軍隊(duì)建設(shè)的法治化水平；七是始終聚焦軍隊(duì)的主責(zé)主業(yè)；八是夯實(shí)強(qiáng)軍興軍的人才支撐。
新時(shí)代黨的強(qiáng)軍思想，是習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想的重要組成部分，深刻回答了新時(shí)代“人民軍隊(duì)聽誰(shuí)指揮、怎樣鑄牢軍魂”“為什么強(qiáng)軍、怎樣強(qiáng)軍”、“打什么仗、怎樣打勝仗”等基本問題，豐富發(fā)展了中國(guó)共產(chǎn)黨建軍治軍的思想和方針原則，指引著人民軍隊(duì)的強(qiáng)軍新征程。
