“One Country, Two Systems”
The “one country, two systems“ policy means that under the premise of one China, Hong Kong, Macao and Taiwan maintain their existing system of capitalism for a prolonged period of time as special administrative regions, while socialism is the prevailing system of the mainland. Internationally, however, the PRC alone represents China.
“One country, two systems” is a Chinese creation and an important contribution that China has made to world peace and development.
Since Hong Kong and Macao’s return to China, the practice of “one country, two systems” in both regions has been a resounding success. The policy of “one country, two systems” has proved to be the best solution to issues affecting Hong Kong and Macao that were carried over from the past, and the best institutional guarantee for the long-term prosperity and stability of Hong Kong and Macao since their return.
To advance the “one country, two systems” policy is the common mission of the central government, the governments of the two special administrative regions, and the entire Chinese nation including the people of Hong Kong and Macao.
The central government follows two principles as it implements the “one country, two systems” policy: First, it remains committed to the policy and it will never change or waver on its position; second, the policy must be implemented exactly as it is, in the right direction, without any distortion in Hong Kong and Macao.
Upholding “one country, two systems” and moving toward national reunification is a solution to promoting peaceful development of cross-Straits relations and rally the people in Taiwan in the endeavors toward national renewal and peaceful reunification of the country in the new era.
As a historic and groundbreaking endeavor, it will not be smooth sailing, and there will be much to learn on the way ahead.
“一國兩制”
“一國兩制”的基本內容是：在一個中國的前提下，國家的主體堅持社會主義制度；香港、澳門、臺灣是中華人民共和國不可分離的部分，它們作為特別行政區保持原有的資本主義制度長期不變。在國際上代表中國的，只能是中華人民共和國。“一國兩制”是中國的一個偉大創舉，是中華民族為世界和平與發展作出的新貢獻。香港、澳門回歸祖國以來，“一國兩制”實踐取得舉世公認的成功。事實證明，“一國兩制”是解決歷史遺留的香港、澳門問題的最佳方案，也是香港、澳門回歸后保持長期繁榮穩定的最佳制度。繼續推進“一國兩制”事業，是中央政府、特別行政區政府和包括港澳同胞在內的全國各族人民的共同使命。中央貫徹“一國兩制”方針堅持兩點，一是堅定不移，不會變、不動搖；二是全面準確，確保“一國兩制”在港澳的實踐不走樣、不變形，始終沿著正確方向前進。堅持“一國兩制”和推進祖國統一基本方略，回答了新時代推動兩岸關系和平發展、團結臺灣同胞共同致力于實現民族偉大復興和祖國和平統一的時代命題。當然，作為一項前無古人的開創性事業，“一國兩制”的實踐不會一帆風順，需要在實踐中不斷探索。
