Internet Plus Plan of Action
The Internet Plus Plan of Action first appeared in Premier Li Keqiang’s report to the annual sessions of the National People’s Congress and the Chinese People’s Political Consultative Conference in March 2015. According to the Plan, the following goals will be achieved by 2018:
– increased use of the Internet in economic and social activities;
– Internet based businesses becoming new drivers for economic growth;
– the Internet playing a more important role in supporting widespread entrepreneurship and innovation;
– the Internet becoming an important means to provide public services; and
– the Internet economy and the real economy growing in parallel and supporting each other.
The idea behind this initiative is that as the world is moving into the era of Internet Plus, China must use its strengths in the scale and utilization rate of its Internet to expand the use of Internet from consumption to industrial production. Such an approach will help accelerate industrial upgrading and enhance innovation capability in different sectors in a way that will create new areas of strengths and new drivers for economic and social development.Faster deployment of Internet Plus is an important move for China as it embraces and leads the new normal in economic development by creating new drivers for economic growth and taking actions to improve quality and efficiency in the Chinese economy.
“互聯網+”行動計劃
李克強在2015年3月全國人大和全國政協“兩會”的政府工作報告中首次提出“互聯網+”行動計劃。這一計劃的總體目標是，到2018年，互聯網與經濟社會各領域的融合發展進一步深化，基于互聯網的新業態成為新的經濟增長動力，互聯網支撐大眾創業、萬眾創新的作用進一步增強，互聯網成為提供公共服務的重要手段，網絡經濟與實體經濟協同互動的發展格局基本形成。總體思路是，順應世界“互聯網+”發展趨勢，充分發揮中國互聯網的規模優勢和應用優勢，推動互聯網由消費領域向生產領域拓展，加速提升產業發展水平，增強各行業創新能力，構筑經濟社會發展新優勢和新動能。加快推進“互聯網+
”發展，對中國主動適應和引領經濟發展新常態，形成經濟發展新動能，實現中國經濟提質增效升級具有重要意義。
