Comprehensively Promoting Law-based Governance
The Fourth Plenary Session of the 18th CPC National Congress which met on Oct. 20-23, 2014, drew up a new plan for comprehensively promoting law-based governance. This is essential for upholding and developing socialism with Chinese characteristics, and an important guarantor of its success. At present, the demands of China's efforts on reform, development and stability are unprecedented, as are the stresses, risks and challenges it is facing. More than ever before, the concepts and methods of rule of law must be employed in work and used to resolve problems; rule of law should be used more effectively to guide and to standardize. The general goal of comprehensively promoting law-based governance is to build a Chinese socialist legal system and a law-based socialist country. To achieve this, it is necessary to create a complete system of legal norms, a highly effective system for implementing rule of law, a rigorous system of scrutiny, a powerful system of legal protections, and a complete system of internal Party regulations. The governance of the country, the exercise of power and the work of administration must always be done according to the law. A law-based country, government and society must be integrated in their development. Laws must be legislated scientifically and enforced strictly, justice must be impartial, and the people must be law-abiding. There must be a careful effort to ensure and foster social justice so that people feel that justice is done in all cases. The promotion of law-based governance is a system engineering project, a revolution in China's governance which is both broad and deep. The leadership of the Party, the people's mastery of their country, and rule of law must always be holistically integrated. The Party's leadership over comprehensive law-based governance must be strengthened.
全面依法治國(guó)
2014年10月20日至23日召開(kāi)的中共十八屆四中全會(huì)，作出了“全面推進(jìn)依法治國(guó)”的新部署。依法治國(guó)是堅(jiān)持和發(fā)展中國(guó)特色社會(huì)主義的本質(zhì)要求和重要保障。當(dāng)前，中國(guó)面對(duì)的改革發(fā)展穩(wěn)定任務(wù)之重前所未有，矛盾風(fēng)險(xiǎn)挑戰(zhàn)之多前所未有，比以往任何時(shí)候都更加需要運(yùn)用法治思維和法治方式開(kāi)展工作、解決問(wèn)題，更好發(fā)揮法治的引領(lǐng)和規(guī)范作用。全面依法治國(guó)的總目標(biāo)是：建設(shè)中國(guó)特色社會(huì)主義法治體系，建設(shè)社會(huì)主義法治國(guó)家。為實(shí)現(xiàn)這一目標(biāo)，需要形成完備的法律規(guī)范體系、高效的法治實(shí)施體系、嚴(yán)密的法治監(jiān)督體系、有力的法治保障體系，以及完善的黨內(nèi)法規(guī)體系。在全面推進(jìn)依法治國(guó)進(jìn)程中，要堅(jiān)持依法治國(guó)、依法執(zhí)政、依法行政共同推進(jìn)，堅(jiān)持法治國(guó)家、法治政府、法治社會(huì)一體建設(shè)，實(shí)現(xiàn)科學(xué)立法、嚴(yán)格執(zhí)法、公正司法、全民守法。全面依法治國(guó)，必須緊緊圍繞保障和促進(jìn)社會(huì)公平正義來(lái)進(jìn)行，努力讓人民群眾在每一個(gè)司法案件中都能感受到公平正義。全面依法治國(guó)是一個(gè)系統(tǒng)工程，是國(guó)家治理領(lǐng)域一場(chǎng)廣泛而深刻的革命。要始終堅(jiān)持黨的領(lǐng)導(dǎo)、人民當(dāng)家作主、依法治國(guó)有機(jī)統(tǒng)一，加強(qiáng)黨對(duì)全面依法治國(guó)的領(lǐng)導(dǎo)。
