Taking a Targeted Approach to Poverty Alleviation
During an inspection study tour in western Hunan Province in November, 2013, Xi Jinping enunciated the important concept of "targeted poverty alleviation", which was then made explicitly stated at the central conference on economic work of December, 2014. The eradication of poverty, the improvement of people's lives and the gradual realization of joint prosperity are an essential demand requirement of socialism and an important mission of the CPC. The key to whether or not moderate prosperity is achieved lies in the rural areas, in whether or not the rural areas can be lifted out of poverty. The value, the effectiveness and the success of anti-poverty development depend on whether or not it is targeted. Targeted poverty alleviation means preventing the use of average income figures to mask the situation of the majority, and it means paying greater attention to the lives of the people. It means accurately identifying the poor, giving them targeted assistance, and precisely managing poverty relief work.
In order to truly achieve the goal of targeted alleviation, Xi Jinping made specific demands to "accurately identify those to be helped, take measures aimed directly at each household, make precise arrangements in projects, use funds most effectively, send the right people to each village, and get well-defined results from poverty alleviation".
精準(zhǔn)扶貧、精準(zhǔn)脫貧
2013年11月，習(xí)近平到湖南湘西考察時(shí)，提出了“精準(zhǔn)扶貧”的重要思想。2014年12月召開的中央經(jīng)濟(jì)工作會(huì)議，明確提出了“精準(zhǔn)脫貧”的概念。消除貧困、改善民生、逐步實(shí)現(xiàn)共同富裕，是社會(huì)主義的本質(zhì)要求，是中國(guó)共產(chǎn)黨的重要使命。小康不小康，關(guān)鍵看老鄉(xiāng)，關(guān)鍵看貧困老鄉(xiāng)能不能脫貧。扶貧開發(fā)貴在精準(zhǔn)，重在精準(zhǔn)，成敗之舉在于精準(zhǔn)。精準(zhǔn)脫貧，就是要防止用經(jīng)濟(jì)收入的平均數(shù)掩蓋大多數(shù)，而是要更加注重保障基本民生，更加關(guān)注低收入群眾生活。精準(zhǔn)扶貧，則是要做到對(duì)貧困人口進(jìn)行精確識(shí)別、精確幫扶，對(duì)扶貧工作做到精確管理。為了真正實(shí)現(xiàn)“精準(zhǔn)”目標(biāo)，習(xí)近平提出了“扶貧對(duì)象精準(zhǔn)、措施到戶精準(zhǔn)、項(xiàng)目安排精準(zhǔn)、資金使用精準(zhǔn)、因村派人精準(zhǔn)、脫貧成效精準(zhǔn)”的具體要求。
