Inclusive Development 

Inclusive development, the fifth of China's five development concepts, is aimed at promoting social equity and justice. Ensuring universal enjoyment of the fruits of reform and development is what a socialist system is all about and something that aptly demonstrates the strengths of the socialist system. It also embodies the ultimate goal that the Communist Party of China has set for itself – to serve the people wholeheartedly. 

Development for the benefit of all is about empowering the people, for them to reach their full potential in an enabling environment conducive to safeguarding equity and justice, so that the Chinese people will be able to "share the opportunity to contribute, to make their dreams come true and to grow and develop with the nation and the time."

The 13th Five-year Plan (2016-2020) lists the following measures to this end: 

– expanding access to public services;

– effectively implementing poverty-alleviation projects;

– improving the quality of education;

– creating more jobs and encouraging new businesses; 

– narrowing the income gap;

– building a more equitable and sustainable social security system;

– improving healthcare services; and 

– promoting balanced population growth. 

共享發(fā)展

作為“五大發(fā)展理念”之一，共享發(fā)展注重的是解決社會(huì)公平正義問題。讓人民群眾共享改革發(fā)展成果是社會(huì)主義的本質(zhì)要求，是社會(huì)主義制度優(yōu)越性的集中體現(xiàn)，也是中國共產(chǎn)黨堅(jiān)持全心全意為人民服務(wù)根本宗旨的必然選擇。共享發(fā)展的明確指向，在于促進(jìn)公平正義，實(shí)現(xiàn)人的全面發(fā)展，讓中國人民“共同享有人生出彩的機(jī)會(huì)，共同享有夢想成真的機(jī)會(huì)，共同享有同祖國和時(shí)代一起成長與進(jìn)步的機(jī)會(huì)?！敝袊凸蚕戆l(fā)展作出增加公共服務(wù)供給、實(shí)施脫貧攻堅(jiān)工程、提高教育質(zhì)量、促進(jìn)就業(yè)創(chuàng)業(yè)、縮小收入差距、建立更加公平更可持續(xù)的社會(huì)保障制度、推進(jìn)健康中國建設(shè)、促進(jìn)人口均衡發(fā)展等八個(gè)方面的部署。這既是有效的制度安排，也是中國“十三五”期間推動(dòng)共享發(fā)展的重要著力點(diǎn)。
