A Rational, Coordinated and Holistic Approach to Nuclear Security
In his speech at the Third Nuclear Security Summit in the Hague on March 24, 2014, Xi Jinping outlined for the first time a rational, coordinated and holistic approach to nuclear security. It places equal emphasis on:
– development and security, to ensure safety and security in the development of nuclear energy;
– rights and obligations of all countries as far as the issue of international nuclear security is concerned;
– independent projects and collaborative efforts, to ensure nuclear security for all; and
– short-term measures and long-term solutions, the latter being aimed at removing associated risks at the root.
As the first country to propose such an approach, China is committed to making continued efforts to achieve lasting nuclear security.
理性、協調、并進的核安全觀
2014年3月24日，在荷蘭海牙舉行的第三屆核安全峰會上，習近平發表重要講話，首次全面闡述了理性、協調、并進的核安全觀。其主要內容可以概括為四句話：一是發展和安全并重，以確保安全為前提發展核能事業。二是權利和義務并重，以尊重各國權益為基礎推進國際核安全進程。三是自主和協作并重，以互利共贏為途徑尋求普遍核安全。四是治標和治本并重，以消除根源為目標全面推進核安全努力。此外，中國還承諾，為實現持久核安全，愿意繼續作出自己的努力和貢獻。由此，中國成為第一個正式提出核安全觀的國家。
