Healthy China initiative
After the People's Republic of China was founded in 1949, especially since China adopted reform and opening up, the country has made great progress in health-related reforms. Both urban and rural environments have been improved, the Fitness-for-All programs have seen extensive development, sound medical and health service system have been built, and public health has kept improving. On the other hand, the pace of industrialization, urbanization and aging population, and the changes of the incidences of diseases, ecological conditions and lifestyles are all posing new challenges to China's efforts to maintain and promote people's health, with the provision of healthcare services falling short of increasing demands.
Against such a backdrop, the 18th CPC Central Committee made institutional plans of building a healthy China at its fifth plenary session in October 2015. In October 2016, the CPC Central Committee and the State Council jointly released an outline for the "Healthy China 2030" initiative, specifying the targets and programs of action. The Party decided to carry out the "Healthy China initiative" at its 19th National Congress, a move to lay a solid foundation for building a prosperous society and turning China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful.
健康中國
新中國成立以來特別是改革開放以來，中國健康領(lǐng)域改革發(fā)展取得顯著成就，城鄉(xiāng)環(huán)境面貌明顯改善，全民健身運動蓬勃發(fā)展，醫(yī)療衛(wèi)生服務(wù)體系日益健全，人民健康水平和身體素質(zhì)持續(xù)提高。同時，工業(yè)化、城鎮(zhèn)化、人口老齡化、疾病譜變化、生態(tài)環(huán)境及生活方式變化等，也給維護和促進健康帶來一系列新的挑戰(zhàn)，健康服務(wù)供給總體不足與需求不斷增長之間的矛盾依然突出。在此背景下，2015年10月召開的黨的十八屆五中全會明確提出推進健康中國建設(shè)，對更好保障人民健康做出了制度性安排。2016年10月，中共中央、國務(wù)院印發(fā)了《“健康中國2030國規(guī)劃綱要》，提出了推進健康中國建設(shè)的宏偉藍圖和行動綱領(lǐng)。黨的十九大進一步提出，“實施健康中國戰(zhàn)略”，做出了系統(tǒng)安排和部署，旨在為全面建成小康社會和把我國建成富強民主文明和諧美麗的社會主義現(xiàn)代化強國打下堅實健康根基。
