A strategy for openness that integrates moves to bring in outside resources with the drive to go global
Meeting with delegates attending the national conference on foreign investment in December 1997, Jiang Zemin said that "bringing in" and "going out" were interrelated and mutually reinforcing. We should attract foreign investment into China, while at the same time encouraging competitive Chinese firms to expand overseas and take advantage of overseas markets and resources. He also called for a broader vision for going global, focusing not only on European and North American markets but also on business opportunities in the developing world. In addition, he emphasized that as we tried to increase the export of goods, we should also do our best to explore all opportunities for economic and technological cooperation abroad. The report to the 16th CPC National Congress in 2002 reaffirmed the integrated approach to "bringing in" and "going out" as a way to greater openness. Compared with an almost exclusive focus on "bringing in" at the dawn of the reform process, the strategy of going global represents a new chapter in opening up to the outside world. Since the 18th CPC National Congress, Xi Jinping has repeatedly highlighted our continued commitment to this approach, as he put forward the concept of a community of shared future for humanity and the Belt and Road Initiative, among other proposals that reflect Chinese wisdom. This will keep China on a path to greater openness.
“引進(jìn)來(lái)”與“走出去”相結(jié)合的開(kāi)放戰(zhàn)略
1997年12月，江澤民在會(huì)見(jiàn)全國(guó)外資工作會(huì)議代表時(shí)指出，“引進(jìn)來(lái)”和“走出去”，是我們對(duì)外開(kāi)放基本國(guó)策兩個(gè)緊密聯(lián)系、相互促進(jìn)的方面，缺一不可；不僅要積極吸引外國(guó)企業(yè)到中國(guó)投資辦廠，也要積極引導(dǎo)和組織國(guó)內(nèi)有實(shí)力的企業(yè)走出去，到國(guó)外去投資辦廠，利用當(dāng)?shù)氐氖袌?chǎng)和資源；視野要放開(kāi)一些，既要看到歐美市場(chǎng)，也要看到廣大發(fā)展中國(guó)家的市場(chǎng)；在努力擴(kuò)大商品出口的同時(shí)，必須下大氣力研究和部署如何走出去搞經(jīng)濟(jì)技術(shù)合作。2002年黨的十六大報(bào)告明確提出，堅(jiān)持“引進(jìn)來(lái)”和“走出去”相結(jié)合，全面提高對(duì)外開(kāi)放水平。與改革開(kāi)放初期更多強(qiáng)調(diào)“引進(jìn)來(lái)”相比，實(shí)施“走出去”戰(zhàn)略則是對(duì)外開(kāi)放新階段的重大舉措。黨的十八大以來(lái)，習(xí)近平也多次強(qiáng)調(diào)要堅(jiān)持“引進(jìn)來(lái)”和“走出去”相結(jié)合，提出了構(gòu)建人類命運(yùn)共同體、“一帶一路”倡議等中國(guó)智慧和中國(guó)方案，不斷將中國(guó)的對(duì)外開(kāi)放提升到新的水平。
