Building a new form of international relations
In an address at the Moscow State Institute of International Relations in March 2013, Xi Jinping brought up this idea for the first time. He said, "All countries should join hands in building a new form of international relations characterized by cooperation and mutual benefit."
The world today is in a period of profound and complex change, and the trend of the times – peace, development, cooperation and mutual benefit – is gaining momentum. But upholding world peace and promoting common development remain a long and uphill battle. Mankind has never been better blessed to take strides toward peace and development, and mutually beneficial cooperation provides the only practical way to achieve such a goal.
China advocates a new form of international relations based on cooperation for the benefit of all. In building such a model, countries should follow the purposes and principles of the Charter of the United Nations, observe the basic rules governing international relations – such as not interfering in the internal affairs of other countries, and respecting each other's sovereignty, independence and territorial integrity – support the primary role of the UN and its Security Council in defending world peace, and engage in dialog and cooperation instead confrontation, so as to achieve win-win and all-win rather than one-win results.
To build a new form of international relations based on cooperation for the benefit of all, the international community needs to build partnerships based on equality, consultation, and mutual understanding, to create a security architecture that is fair, just, and shared by all, to pursue open, innovative, and inclusive development that benefits all, to increase inter-civilizational exchanges that promote harmony in diversity and are mutually enriching, and to encourage ecological conservation and protection, putting Mother Nature and green development first.
To this end, the world must pursue peaceful development rather than power politics and war, promote multilateralism and democracy in international relations based on rule of law, reform and improve global economic governance, build an open world economy, and foster a new form of global partnership for development. Then development will be of benefit to every corner of the Earth.
構(gòu)建新型國(guó)際關(guān)系
2013年3月，習(xí)近平在莫斯科國(guó)際關(guān)系學(xué)院演講時(shí)提出，“各國(guó)應(yīng)該共同推動(dòng)建立以合作共贏為核心的新型國(guó)際關(guān)系”。當(dāng)今世界正在發(fā)生深刻復(fù)雜的變化，和平、發(fā)展、合作、共贏的時(shí)代潮流更加強(qiáng)勁，但維護(hù)世界和平、促進(jìn)共同發(fā)展，依然任重道遠(yuǎn)。今天的人類(lèi)比以往任何時(shí)候都更有條件朝和平與發(fā)展的目標(biāo)邁進(jìn)，而合作共贏就是實(shí)現(xiàn)這一目標(biāo)的現(xiàn)實(shí)途徑。中國(guó)倡導(dǎo)建立合作共贏的新型國(guó)際關(guān)系，核心是維護(hù)聯(lián)合國(guó)憲章的宗旨和原則，維護(hù)不干涉內(nèi)政和尊重國(guó)家主權(quán)、獨(dú)立、領(lǐng)土完整等國(guó)際關(guān)系基本準(zhǔn)則，維護(hù)聯(lián)合國(guó)及其安理會(huì)對(duì)世界和平承擔(dān)的首要責(zé)任，開(kāi)展對(duì)話和合作，而不是對(duì)抗；實(shí)現(xiàn)雙贏和共贏，而不是單贏。構(gòu)建以合作共贏為核心的新型國(guó)際關(guān)系，需要建立平等相待、互商互諒的伙伴關(guān)系，營(yíng)造公道正義、共建共享的安全格局，謀求開(kāi)放創(chuàng)新、包容互惠的發(fā)展前景，促進(jìn)和而不同、兼收并蓄的文明交流，構(gòu)筑尊崇自然、綠色發(fā)展的生態(tài)體系。構(gòu)建新型國(guó)際關(guān)系，必須堅(jiān)持和平發(fā)展，摒棄強(qiáng)權(quán)和戰(zhàn)爭(zhēng)；必須遵循多邊主義，推進(jìn)國(guó)際關(guān)系民主化和法治化；必須改革完善全球經(jīng)濟(jì)治理，建設(shè)開(kāi)放型世界經(jīng)濟(jì)；必須建立新型全球發(fā)展伙伴關(guān)系，讓發(fā)展成果公平惠及地球每個(gè)角落。
