The principle of sincerity, real results, affinity, and good faith
In his speech in Dar es Salaam, Tanzania, in March 2013, Xi Jinping elaborated on Sino-African relations and China's African policy.
China has a sincere desire to build strong ties with its African friends. Solidarity and cooperation with African countries has always been an important element of China's foreign policy.
Cooperation with Africa has been and will continue to be results-oriented. China will honor every commitment it makes to Africa.
The traditional and intimate friendship between the Chinese and African peoples will continue to strengthen. Efforts will be made to expand people-to-people exchanges, especially youth exchange programs, so that our friendship can be passed on to younger generations.
We will always act in good faith in addressing problems that might occur in our relations with Africa. New developments and issues relating to our bilateral relations will be discussed frankly and dealt with on the basis of mutual respect and through mutually beneficial cooperation. This principle has become an important practice in the cooperation between China and other developing countries.
真、實(shí)、親、誠(chéng)理念
2013年3月，習(xí)近平在達(dá)累斯薩拉姆發(fā)表演講時(shí)，全面闡述中非關(guān)系以及中國(guó)對(duì)非政策主張：第一，對(duì)待非洲朋友，講一個(gè)“真”字，始終把發(fā)展同非洲國(guó)家的團(tuán)結(jié)合作作為中國(guó)對(duì)外政策的重要基礎(chǔ)。第二，開(kāi)展對(duì)非合作，講一個(gè)“實(shí)”字，只要是中方作出的承諾，就一定會(huì)不折不扣落到實(shí)處。第三，加強(qiáng)中非友好，講一個(gè)“親”字。中非人民有著天然的親近感，要更加重視中非人文交流，積極推動(dòng)青年交流，使中非友好事業(yè)后繼有人。第四，解決合作中的問(wèn)題，講一個(gè)“誠(chéng)”字，中方坦誠(chéng)面對(duì)中非關(guān)系面臨的新情況新問(wèn)題，本著相互尊重、合作共贏的精神加以妥善解決。不僅對(duì)非洲，真實(shí)親誠(chéng)理念已經(jīng)成為中國(guó)與所有發(fā)展中國(guó)家加強(qiáng)團(tuán)結(jié)合作時(shí)堅(jiān)持的重要理念。
