The national big data strategy
Big data can be characterized by the huge volume, the wide variety, the extreme velocity at which data are processed, and the high value that big-data technologies can create.
The issue of big data was discussed for the first time in the Report on the Work of the Government delivered in March 2014. At its fifth plenary session in October 2015, the 18th CPC Central Committee unveiled a national big data strategy that promotes open exchange and sharing of data. The need for such a strategy underscores the increasing importance of big data as a strategic asset on China’s development agenda. The strategy calls for exploring the potential of big-data technologies to boost economic growth, and improve governance at all levels, as well as government services and regulation.
In his congratulatory letter to an industrial exposition in May 2018, Xi Jinping said that China would pursue the vision of innovative, coordinated, green, open and shared development, and implement a big data strategy to build its cyberspace strength, make itself a digital country and a smart society, and boost its economic transfer from rapid growth to high-quality development.
This move will enable the Chinese government totake a data-based approach to governance.It will not only create a higher level of interaction with the public, but also enhance the ability of the government to respond to exigencies and solve problems with the aid of smart data technologies. The implementation of this strategy is also expected to accelerate big data related core technology research, development and application, so as to enhance China’s national competitiveness and pave the way for future development.
國(guó)家大數(shù)據(jù)戰(zhàn)略
大數(shù)據(jù)是以容量大、類型多、存取速度快、應(yīng)用價(jià)值高為主要特征的數(shù)據(jù)集合。
2014年3月，大數(shù)據(jù)首次寫入中國(guó)中央政府工作報(bào)告；2015年10月，黨的十八屆五中全會(huì)正式提出“實(shí)施國(guó)家大數(shù)據(jù)戰(zhàn)略，推進(jìn)數(shù)據(jù)資源開放共享”。這表明中國(guó)已將大數(shù)據(jù)視作戰(zhàn)略資源并上升為國(guó)家戰(zhàn)略，期望運(yùn)用大數(shù)據(jù)推動(dòng)經(jīng)濟(jì)發(fā)展、完善社會(huì)治理、提升政府服務(wù)和監(jiān)管能力。2018年5月，習(xí)近平在向中國(guó)國(guó)際大數(shù)據(jù)產(chǎn)業(yè)博覽會(huì)的致辭中指出，我們秉持創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的發(fā)展理念，圍繞建設(shè)網(wǎng)絡(luò)強(qiáng)國(guó)、數(shù)字中國(guó)、智慧社會(huì)，全面實(shí)施國(guó)家大數(shù)據(jù)戰(zhàn)略，助力中國(guó)經(jīng)濟(jì)從高速增長(zhǎng)轉(zhuǎn)向高質(zhì)量發(fā)展。
推行國(guó)家大數(shù)據(jù)戰(zhàn)略，可以促使中國(guó)政府向“數(shù)據(jù)治理”轉(zhuǎn)變，促進(jìn)政府與民眾的溝通互聯(lián)，提高政府應(yīng)對(duì)各類事件和問題的智能化水平。同時(shí)，中國(guó)希望通過推行國(guó)家大數(shù)據(jù)戰(zhàn)略，加快大數(shù)據(jù)發(fā)展核心技術(shù)研發(fā)及應(yīng)用，重構(gòu)國(guó)家綜合競(jìng)爭(zhēng)優(yōu)勢(shì)，贏得未來(lái)發(fā)展先機(jī)。
