Coordinated Development of Beijing-Tianjin-Hebei Region
The Coordinated Development of Beijing-Tianjin-Hebei Region is a major decision by the CPC Central Committee with Xi Jinping at the core. As part of China’s development strategy, it aims at an orderly relocation of all non-essential functions from Beijing, the national capital, to neighboring locations. The move entails adjusting the economic structure and rationalizing space utilization, while exploring a new model of optimized coordinated development in a region with a dense population, to create a new growth pole in the region.
The broad region covers Beijing, Tianjin and 11 prefectural cities in the neighboring Hebei Province. Environmental protection, integrated transport services, and industrial upgrading and relocation are the three main fields of focus. In April 2015, the Political Bureau of the CPC Central Committee approved the Guidelines for the Coordinated Development of Beijing-Tianjin-Hebei Region as a top-level design for the development in this region in a coordinated manner.
Such a national strategy on coordinated development is needed in this region in order to resolve issues that occurred in the development process in Beijing and the difficulties that Tianjin and Hebei have encountered in their own development. It is also needed in order to implement optimized regional planning for national development and a well mapped-out geographical distribution of production capacity.

推動京津冀協(xié)同發(fā)展是以習近平同志為核心的黨中央做出的重大決策,是中國的一個重大國家戰(zhàn)略，其核心是有序疏解北京非首都功能，調(diào)整經(jīng)濟結(jié)構(gòu)和空間結(jié)構(gòu)，走出一條內(nèi)涵集約發(fā)展的新路子，探索出一種人口經(jīng)濟密集地區(qū)優(yōu)化開發(fā)的模式，促進區(qū)域協(xié)調(diào)發(fā)展，形成新增長極。京津冀協(xié)同發(fā)展的范圍包括北京市、天津市以及河北省的保定等11個地級市，計劃在交通一體化、生態(tài)環(huán)境保護、產(chǎn)業(yè)升級轉(zhuǎn)移等三大重點領域率先取得突破。2015年4月，中共中央政治局審議通過了《京津冀協(xié)同發(fā)展規(guī)劃綱要》，為推動京津冀協(xié)同發(fā)展提供了頂層設計。京津冀協(xié)同發(fā)展不僅僅是解決北京發(fā)展面臨的矛盾和問題的需要，也不僅僅是解決天津、河北發(fā)展面臨的矛盾和問題的需要，而且是優(yōu)化國家發(fā)展區(qū)域布局、優(yōu)化社會生產(chǎn)力空間結(jié)構(gòu)、打造新的經(jīng)濟增長極、形成新的經(jīng)濟發(fā)展方式的需要。
